You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER/FINANCIAL DEPT (N01F) of NAV METEOROLOGY AND OCEANOGRAPHIC CMD.

Duties

You will perform and advise on budget formulation and execution for civilian personnel (CIVPERS) resource budgets in accordance with established guidelines standards. You will advise staff on pay and leave regulation, resolved discrepancies related to time and attendance and monitoring/maintaining labor controls. You will advise on work in any phases of budget formation and executive for all program areas. You will investigate and resolve various funding problems, policy issues, and programmatic issues affecting resource management functions.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and knowledge of and skill in performing work and advising in any of the phases of budget formulation, or funds execution related to maintaining civilian personnel (CIVPERS) resource budgets. Experience and ability to advise staff on pay and leave regulation, resolve discrepancies related to time and attendance, and monitoring/maintaining labor controls. Experience and knowledge of and skill in performing work and advising non-financial peers, program managers, or other command staff in the development or use of various funding documents ensuring adherence to Department of Defense (DoD) and Department of Navy (DoN) financial management policies, regulations, and directives. Work including, but not limited to advising on, Joint Travel Regulations, Financial Management Regulations, Financial Improvement Audit Readiness, Government Purchase Card Policies, Time and Attendance Policies, and Government Travel Card Policies. Experience and knowledge of and skill in investigating and resolving various funding problems, policy issues, and programmatic issues affecting resource management functions. For GS-11: Your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and knowledge of and skill in performing work and advising in any of the phases of budget formulation, or funds execution related to maintaining civilian personnel (CIVPERS) resource budgets. Experience and ability to advise staff on pay and leave regulation, resolve discrepancies related to time and attendance, and monitoring/maintaining labor controls. Experience and knowledge of and skill in performing work and advising non-financial peers, program managers, or other command staff in the development or use of various funding documents ensuring adherence to Department of Defense (DoD) and Department of Navy (DoN) financial management policies, regulations, and directives. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For GS-12:

There are no educational substitutions for specialized experience for GS12.

For GS-11:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.
OR
Possession of an LL.M. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
