This position is part of the Assistant Deputy Administrator for Secure Transportation, Office of Mission Operations, Operations Division, Operational Readiness Branch. A successful candidate in this position will serve as Transportation Management Specialist, providing technically authoritative guidance and advice in implementing a major segment of a national transportation program within the Office of Secure Transportation.

Duties

-The incumbent is responsible for the development and maintenance of OST's written guidance related to safe and secure convoy operations and Federal Agent Protective Force personnel. -Conducts critical assessments of existing transportation operations against desired outcomes to identify inefficient or ineffective procedures that negatively impact the mission. -Monitors and reviews DOE, joint DOE/DOD directives, as well as other Federal Directives and provides input as appropriate to ensure that OST/OMO directives are developed in accordance with existing regulatory guidance and support the evolving goals and objectives of the TSS. -Represents OMO at coordination meetings with internal and external working groups assembled to resolve inadequate, non-existent. or conflicting regulatory guidance. -Apply expert knowledge of OST/OMO operations, procedures, and complex TSS systems to produce written guidance.

SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02, or GS-12. Specialized experience for this position is defined as: This position requires one year of experience in the next lower pay band which demonstrates a comprehensive knowledge of the OST mission to effectively analyze and resolve critical transportation problems and provide agency and/or interagency advice through policy guidance on OST transportation activities. This is a secondary position which must include at least 3 years of experience as a Nuclear Materials Courier that demonstrates in-depth knowledge of Transportation Safeguards System (TSS). Examples of Specialized Experience: 1. Experience in managing, directing, and implementing policies that directly support the Transportation Safeguards System (TSS). 2. Experience supervising and directing TSS operations. 3. Experience developing, implementing, and managing policy related to transportation program activities. 4. Experience providing guidance and solutions related to transportation program issues. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.

Education

There is no education requirement for this position and education cannot be substituted for experience. For the NQ-03, you must have one year of specialized experience which is equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the federal system, i.e., NQ-02 or GS-12 grade level.
