Duties

This position allows you to use your knowledge and experience to lead the development, program planning and implementation of key mission support process and procedures. Performing the broadest and most significant types of review and management analysis embracing all areas of administrative resources. This position starts at a salary of $118,291.00 (GS-14, Step 1) to $153,776.00 (GS-14, Step 10) with promotion potential to $153,776.00 (GS-14 Step 10). This position serves as the Director of the Personnel and Finance Division within the Mission Readiness Operations Division and provides expert technical advice, research and suggestion to resolve technical, procedural and administrative problems involving complex operational workforce management and budgetary activities. Duties and responsibilities include: Providing a full range of supervisory functions for a staff that provides a diverse range of mission support activities; making decisions on work problems presented on subordinate supervisors; identifying developmental and career advancement needs. Developing overall operational plans, objectives and strategies for key mission support processes; ensuring the integrity of process through management control review of program areas. Oversees and engages with the program manager of U.S. Border Patrol Workforce Management to develop, evaluate, and improve operational efficiency and practices; providing interpretation and guidance of USBP policies and procedures to supervisors and other senior managers. Applies a wide range of financial management concepts, laws, policies and practices to direct, oversee and execute the operating budget of the Sector; develop, evaluate and improve financial policy, plans and process to ensure allocations, commitments and expenditures are projected and spent accordingly.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties related to workforce management and finance operations such as: Managing schedules, performance, and long range planning for administrative programs; collecting relevant information from varied sources for the preparation of reports and developing communication solutions in a variety of media to suit the requirements of diverse audiences. Performing liaison functions applicable to administrative programs' management and staff, as well as all levels of leadership. Researching, providing analysis, and working closely with subject matter experts within the program office and/or external offices on program matters. Extracting information and analyzing trends to review/respond to management surveys, internal and external reviews/audits, and program analysis. Developing and implementing changes to policy and procedures within designated programs.
