You will serve as a SUPERVISORY PROGRAM MANAGER of NAVAL SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will develop, analyze, coordinate, recommend, and implement program-planning documentation. You will develop and prepare documentation for Program Budget Decisions. You will provide expert and authoritative advice and information during the defense of program budgets. You will prepare technical program data and technical narrative information for multi-year Department of Defense planning documents. You will lead interagency forums for assigned program thrust area(s) to include international partners. You will review and assess overall program plans, projects, documents and budgets to assure consistency, to provide integration, and to avoid duplications.

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience include duties relate to the following: Planning, organizing, and directing team studies, implementing, interpreting policies, and effectively negotiating with management to accept and implement recommendations.; 2) Setting strategies, providing support, and establishing standard business processes, setting performance measures and goals, and determining resource requirements.; Planning, programming, and budgeting regulations to prepare long range and short range planning guidance in accordance with agency program policies and objectives.; Budgeting financial transactions, contract administration, security oversight, and logistics activities.
