You will serve as a Program Manager in the NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will develop and execute a budget plan in support of the program of record based upon existing budget controls.
You will conduct a detailed affordability analysis and impact to the programs cost, technical and schedule to re-plan as required due to program budget control changes or changed to requirements throughout the year.
You will manage highly technical contracts from requirements definition through contract initiation, execution, modification and close out.
You will have knowledge of and experience in applying advance program management processes.
You will present analytical data accurately and conclusively.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience performing analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as
Recommending and implementing budgetary and financial policies
Advancing management on organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process
Developing report standards for monitoring contractual labor forces expenditures and ensures adequate funds are reserved to fund core contractor support requirements
Researching, reviewing, and interpret policies.
