This position is located in the Department of Health and Human Services, Administration for Strategic Preparedness and Response, Office of Biomedical Advanced Research and Development Authority, located in Washington, District of Columbia. **This announcement will be open for 10 business days OR until the first 100 applications have been received, whichever happens first.**

Duties

The position is located in the Biomedical Advances Research and Development Authority (BARDA). Department of Health and Human Services (DHHS), Office of the Office of the Administration for Strategic Preparedness and Response (ASPR). Duties Include: Develops qualitative and quantitative methods for assessing the efficiency and effectiveness of health care programs. Utilizes qualitative and quantitative methods to assess progress towards program goals and objectives. Advises management and program officials on management or program-related policies and procedures. Reviews and evaluates established program policies and procedures to determine gaps where additional guidance is needed. Leads teams of enterprise market research programs to revise programmatic activities. Manages interagency coalition through feedback on technologies presented by market research program participants. Serves as contracting officer representative on administrative and programmatic contracts, agreements, and task orders. Maintains tracking systems and records for contract activities. Prepares reports and briefs results and recommendations to organizational leadership. Recommends solutions to organizational leadership. Execution of conferences, meetings, and/or ad hoc events. Coordinates and/or attend events to promote the mission and goals of the organization.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience:GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service performing (4) of the (4) duties listed below: Utilizing qualitative and/or quantitative techniques to improve the efficiency of administrative for operations of health care programs; Planning and executing events to include conferences, meetings, and/or stakeholder engagements; Evaluating established health-care related program policies and/or procedures to determine the need for additional guidance; Presenting recommendations from reports to upper management.
