This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties to include but mnot limited to:
Clinical Responsibilities:
1. Provides a full range of psychosocial assessment services and diagnoses mental disorders, particularly for complex or unusually difficult patients
2. Provides education to patients, family members, and significant others
3. Provides comprehensive, evidence-based psychotherapeutic interventions, including individual, family, and group psychotherapy, where applicable.
4. Provides consultation to professional staff within VA Eastern Kansas Health Care System and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients
5. Develops, implements, and documents the psychotherapeutic treatment plan for patients who require such treatment
6. Functions independently as a member of the Eastern Kansas Health Care System Behavioral Health Service Line. Assumes complete professional responsibility for his/her clinical assessment findings, patient care decisions, and documentation.
7. Participates in peer review and/or other quality review processes.
Administrative Responsibilities:
1. Assists the Associate BH SLM and BH SLM in the design, development, and implementation of clinical programs for a team of treatment providers
2. Adheres to operational policies and procedures established by Behavioral Health Service Line Management (BHSLM)
3. Assists the BHSLM in the execution of ongoing program evaluation and data-driven quality improvement projects to monitor the effectiveness of the clinical program
4. Facilitates liaisons with other health care programs to effectively coordinate services
5. Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients
6. Complies with all CPRS documentation procedures, including timeliness standards for documentation and proper patient check out procedures (e.g., entering diagnostic and procedure codes)
7. Attends and participates in administrative and informational meetings held by the BHSLM (or designee) and facility Director
Academic/Teaching/Training (Possible activities which may include, but not limited to):
1. Provide discipline-specific clinical consultation and clinical supervision for students, interns, residents.
2. Supports discipline-specific training program and training committee
3. Supports the training of medical students, medical and psychiatric residents, nursing students and fellows, as appropriate.
4. Provide leadership, guidance, and consultation on staff education and development
Other Significant Responsibilities:
1. Serves on Medical Center or healthcare system, VISN, and/or National VA committees or task forces
2. Represents the Medical Center at professional community group/events and committees, in conferences/meetings with higher ranking managers, supervisors, and staff from other disciplines or work units, and/or with representatives of local public interest groups, congressional district offices and employees of State and local governments
3. Prepares Issue Briefs and responses to Congressional inquiries as needed

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Social Worker (Program Coordinator), GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Knowledge of organizational structure and impact on program operations.
