This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.
Duties
As a Personnel Security Specialist, you will:
Be a recognized technical authority responsible for devising, developing, and implementing personnel security programs that provide the mechanisms for analyzing and evaluating the character, background, and history of employees, candidates for employment, and others being considered for access to sensitive information, materials, or work sites.
Provide technical expertise, leadership, guidance, process improvements and technical support to the design, formulation, and development of personnel security policies, standards, systems, and procedures recorders, and regulations which are being implemented to improve personnel vetting across the government.
Evaluate external systems and initiatives to determine courses of action regarding funding, resources, IT needs and other necessary changes to ensure the agency can meet mandated goals.
Review and interpret new legislation, policy issuances, procedural directives, and case law documentation for application to and/or impact on organizational operations.
Plan and initiate actions to implement newly established requirements.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Establishing and maintaining effective partnerships, communication and collaboration with a variety of personnel at all levels; AND
Providing technical advice and assistance concerning security clearance and investigative procedures and requirements regarding the status of personnel security investigations; AND
Conducting operational reviews to ensure security program activities are in compliance with laws and organizational policy
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
