The primary purpose of this position is: To provide contracting services within the HNCK Branch including acquisition planning, solicitation, proposal evaluation, negotiation, contract pre-award and post-award management activities.
Organization location of this position: AFLCMC/HNCK Directorate of Contracting, JBSA Lackland AFB, TX
Duties
DUTY 1 - Performs pre and post award functions (e.g. acquisition strategy development, presentation and clearance) for procurements involving complex and non-complex contracts in support of the ESC mission, to include highly specialized, new and innovative products and services.
DUTY 2 - Analyzes and evaluates cost and pricing data and prepares/briefs Government positions to determine price reasonableness and realism of contractor's proposals.
DUTY 3 - As lead negotiator, communicates effectively in contract negotiations and negotiates Government objectives, terms and conditions to obtain the best value for the Government.
DUTY 4 - Performs contract administration functions (i.e. contract scope determinations, contract modifications, supplemental agreements, justifications and approvals, approval reviews/fair opportunity evaluations and claims disputes and contract terminations.)
DUTY 5 - Complies with safety, health, and security requirements and directives.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

- Financial Disclosure: Incumbent is required to file an OGE FORM 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).
DOD QUALIFICATION STANDARD FOR GS-1102 CONTRACTING POSITIONS
This is an individual, single agency qualification standard for Department of Defense positions. This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Basic Education Requirements for GS-5 through GS-15 (or equivalent) positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current members of the armed forces (that self-nominate prior to retirement/separation), and Current DoD employees are exempt from the basic requirements if:- Served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000;- Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the armed forces in a similar occupation specialty or is in the contingency contracting force.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: ???????I meet the mandated bachelor's degree AND I have the quality level of experience, which demonstrates one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties are performed with considerable latitude in dealing with problems arising during the pre-award or post-award phases of the procurement action; independently plans and carries out the work, selecting the approaches and techniques to be used; recommends or develops new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determines actions to be taken on assigned contracts; uses judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of government and agency specific guidelines and business practices, including statues, regulations, policies and procedures and the different contract types.
2. Broad knowledge of business practices and market conditions applicable to acquisition requirements.
3. Knowledge of preparing solicitations containing appropriate provisions, clauses and terms to develop appropriate evaluation criteria.
4. Knowledge of assigned contracting and procurement specializations and applicable contract types.
5. Ability to evaluate responses to solicitations for price reasonableness, compliance with terms/conditions/adequacy of competition and obtains satisfactory review of compliance with solicitation technical requirements.
6. Ability to recognize and analyze problems, conduct research, summarize results and make appropriate recommendations. Ability to use office automation tools and techniques to support contracting operations. Competent ability to communicate orally and in writing; ability to negotiate, plan, organize and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
