This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Early Childhood Development, Division of Administrative Operations, located in Washington, District of Columbia.

Duties
Incumbent provides comprehensive administrative services including a variety of functions such as human resources services, administrative services, payroll administration, travel administration, purchasing, facilities and space management.
Provides advice and guidance to management, both orally and in writing, on a wide variety of management services areas with an emphasis on improving organizational efficiency and productivity.
Using qualitative and quantitative analysis techniques, analyzes and evaluates the management practices and methods and administrative operations of substantive organizations and complex functions.
Studies address issues such as the efficiency and effectiveness in organizational design.
Advises on applicable guidelines, policies, and procedures.
Analyzes desired program plans and procedures against alternatives to develop possible approaches to achieving program objectives.
Identifies problems requiring changes in current practices.
Recommends new systems and process to fill gaps and to streamline and/or automate process.
Serves as the subject matter expert for payroll issues and provides resolution for complex payroll matters for the office.
Analyzes and reviews travel authorizations, vouchers, and travel card expenditures to ensure processes and policies are applied.
Performs training and provides guidance to staff on travel questions and the travel card program.
Serves as a purchase card holder and manages purchases for the office to include office supplies and equipment, registrations, and training.
Ensures compliance with established procurement regulations in accordance with the Government Purchase Card Program and HHS Policy.
Serves as the point of contact for problems and inquiries related to the space that employees occupy.

Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing 3 of the 4 duties listed below:
(1) Using various automated tracking systems and work processing/spreadsheet software;
(2) Providing advice, assistance and/or recommendations to senior managers, supervisors, and employees;
(3) Utilizing qualitative and/or quantitative analysis for the assessment of administrative practices (e.g., Human resources; purchasing; travel; and/or management administration)
(4) Preparing and/or presenting findings, recommendations, or reports to stakeholders.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
