About the Position: Serves as the Chief Communications Officer for Medical Center of Excellence (MEDCoE), with responsibility to plan, direct, manage, coordinate, and oversee the functions of all public affairs actions and public affairs implications for MEDCoE.

Duties

Directly performs personnel management responsibilities. Develops strategic communication plans and addresses public affairs issues in support of major U. S. Army, TRADOC, and MEDCoE Army missions, projects, programs and strategies, to include those that are controversial. Conducts background research and writes speeches.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position may require travel up to 10% of the time.
  • The duties of this position may require extended work hours to include evenings and weekends.
  • Position requires successful completion of the Public Affairs Officer course within 52 weeks of appointment.
  • Position requires successful completion of Social Media and Operations Security training within 30 days of appointment.
  • Position requires successful completion of the Web Content and Operations Security (OPSEC) training course within 30 days of appointment.

Specialized Experience: One year of specialized experience which includes providing management oversight for activities assigned to the Public Affairs Office which includes directly performs personnel management responsibilities; directly supervises employees and performs as the second-level supervisor for additional employees; plans and assigns work to be accomplished by subordinate personnel; assigns work to subordinates based on priorities, provides technical guidance; evaluates work performance of subordinates; counsels and advise employees on program goals and objectives; makes decisions on work problems presented by subordinates; actively supports special emphasis programs such as EEO, health, safety, internal controls, etc.; and find ways to improve production or increase the quality of the work. Develops and implements management controls to protect government property from waste, theft, or misuse. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
