About the Position: Serve as a Records and Information Management Specialist responsible for providing technical, program and analytical expertise in the operation and management of the Army Records and Information Management (RIM) Program and its component core programs.

Duties

Provide technical, program and analytical expertise in the operation and management of the Army Records and Information Management (RIM) Program and its component programs. Identify procedures and methodologies that improve the effectiveness and efficiency in the life cycle management of Army records and documentation. Administer the organization's RIM program to align with the agency's business and mission needs Conduct on-site evaluations to verify compliance with statutory and regulatory guidance, efficiency and economy of the process, and provide immediate source of technical assistance to the organization being surveyed or studied, when deemed necessary. Review, study and analysis of existing manual and automated Army recordkeeping systems and applies specialized knowledge to one or more component programs. Review and analysis of methodologies, procedures, policies, and actual execution of one or more of the records management disciplines and associated technologies. Conduct evaluations of methods, procedures, Federal and Departmental compliance, and suitability to Army functional requirements of organizational and Army-wide recordkeeping systems. Perform complex analytical studies that result in improved procedures, methods, or policies applicable to the mission. Creates and conducts records management training for agency and staff.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position may require temporary duty (TDY) travel up to 35% of the time.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Information Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes create electronic or manual records; complete evaluations to verify compliance with policy or regulations; and conduct or coordinate records management training for staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Information ManagementOrganizational AwarenessPlanning and Evaluating GS-11 Time in Grade Requirement:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Time in Grade Requirement:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-12 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
