About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as Operations and Taskings Officer; plan, organize, and report on projects and initiatives related to responsibilities and core competencies.

Duties

Serve as the Taskings Officer for internal and external orders/tasks and manage mandatory training databases. Communicate with stakeholders to receive, disseminate, and track assigned tasks in person and on classified and unclassified networks. Review received orders/tasks for relevancy; assign external/internal taskings to the appropriate agency/entity for action with associated suspenses; manage tasks, orders, guidance and directives from those agencies/entities. Monitor task status; report to the appropriate agency/entity when complete; conduct follow-up when suspenses are not met; and, maintain a task database to ensure all tasks processed throughout the year are tracked internally for historical recall. Schedule training with command and subordinate organizations to satisfy annual training requirements for HT-JCOE personnel; track individual training and update/maintain the organizational training database. Plan, develop, organize and coordinate complex staff actions. Perform a variety of analytical assignments associated with subject projects, studies, and initiatives. Use the military decision-making process and conduct mission analysis to make decisions and recommendations on projects and/or initiatives regarding key issues, questions, and alternative methods, and methods of analysis. Depending on the focus of the projects and/or initiatives, determine which staff section or committee should lead the project or manage the initiative. Conduct briefings and provide staff communications. Represent the organization during stakeholder action officer meetings, working groups, In-Progress Reviews, and serve on Integrated Concept Teams and Operational Planning Teams. Evaluate proposed action(s) to identify questions to be answered, alternatives to be considered and methods to be used to accomplish resolution. Technically and administratively supervise staff. Plan work to be accomplished by subordinate(s); set and adjust short term priorities, and set schedules for completion of work. Assign work based on priorities, selective consideration of difficulty and requirements of assignments, and the capabilities of employees. Establish performance standards and evaluate employee performance. Recommend hiring/selection of new employees, promotions, awards, and other personnel management actions. Resolve informal complaints; review, accept, reject or amend the work of employees in the unit.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

Specialized experience is defined as experience that demonstrates a practical knowledge of tasking and suspense management based on experience administering organization tasking and suspense operations based on issuance of operations orders (OPORD), fragmentary orders (FRAGO) and/or task orders (TASKORD); conducting analysis of ongoing and completed tasks through database statistics and tracking mechanisms; and, preparing and issuing tasking instructions to action officers. Responds to inquiries from principal staff officers and commanders concerning tasking allocations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
