You will serve as a Supervisory Information Technology Specialist (PLCYPLN/DATAMGT) in the Command Operations Department of FLTREADCEN EAST.
Duties
You will serve as an administrative and technical supervisor directing operations of personnel, coordinating and monitoring activity and workload, assigning, planning and coordinating work to be accomplished and prioritizing activities.
You will interview candidates and recommends hiring and promote on or reassignment of subordinates.
You will define organization structures and management approaches to ensure available personnel resources are used as effectively as possible.
You will provide technical oversight for all competency data management requests, and applications development requests.
You will develop and interpret policies, procedures, and strategies governing the planning and delivery of services.
You will provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
1) Provide mastery and expert technical advice, guidance, and recommendations to management and other technical specialist on critical IT issues; (2) Utilize project management principles, methods, and practices; (3) Utilize capital planning regulations and policies such as the Clinger-Cohen Act, as applied to COMFRC's business requirements; (4) Design, develop, and manage systems that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture; (5) Utilize methods for identifying and resolving IT workforce issues.

Education
Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.
