About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0H9AA US ARMY AVIATION AND MISSILE COMMAND.
Duties
Plan, develop, implement, and monitor a multi-discipline security countermeasures program to protect classified information located at all government and contractor facilities involved in the program.
Plan, develop, and monitor detailed security procedures (SOPs, OPSEC Plans, Treaty Plans, etc.) to be implemented at all locations involved in the program.
Continuously evaluate and modify security program as technology matures and progresses through research and development, production and fielding, ensuring continuous protection.
Process reviews that will be conducted with government and industry for security discussions relative to continuity of operation, interpretation of guidance, and execution of the security goals and objectives.
Develop counterintelligence and security plans and procedures for handling, safeguarding, transmission, receipt, and generation of classified information.
Provide liaison between the Project Management Office and the Foreign Disclosure Officer for release of classified information to foreign entities.
Review security clearance determinations for employees or other persons for access to sensitive information, resources, material, or work sites.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- Temporary Duty Travel (TDY) required up to 30% of the time, with additional to occasional overtime.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

Specialized experience is defined as researching, interpreting and applying security and intelligence technical methods, policies, regulations, and procedures to administer and/or manage a multi-discipline security program to include providing advice, guidance and assistance in at least three of the following program discipline areas: Information Security, Industrial Security, Personnel Security, Foreign Disclosure or Physical Security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
