This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for overseeing a Division that is responsible for developing, demonstrating, and delivering technology solutions for Special Operations Forces (SOF).

As a SUPERVISORY PROGRAM ADMINISTRATOR (SOF) at the GS-0301-15 some of your typical work assignments may include:
The position requires understanding of counter proliferation missions against enemy facilities related to Weapons of Mass Destruction (WMD), including chemical, biological, nuclear, radiological, high explosives (CBRNE) and special advanced weapons threats.
The incumbent serves as the Division Chief for the Combating Terrorism Division and is responsible for overseeing and directing a professional staff of military, civilian, and contractor personnel engaged in the research, development, testing and evaluation (RDT&E), planning, prioritization, and coordination of SOF R&D to meet the needs of the USSOCOM.
The position requires mastery in a wide range of the following areas: qualitative and quantitative methods for program effective assessments, in-depth knowledge of USSOCOM.
The position also requires conducting world-class scientific and technical WMD research, understanding Federal/DoD R&D acquisition policies and regulations, and the methods to counter the proliferation of WMD.
The incumbent serves as a recognized expert on SOF Counter WMD (CWMD) technologies.

- Must consent to and pass pre-employment drug testing and be subject to periodic random testing thereafter.
- This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
- The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
- Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.
Qualifications
You may qualify at the GS 15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:
Expert knowledge and work experience with combating WMD activities and WMD terrorism across DoD, US Special Operations Command (USSOCOM), Explosive Ordnance Disposal (EOD) and the Inter-Agency/Intelligence Community.
Incumbent requires extensive contact with USSOCOM, top-level military and civilian officials throughout DoD, representatives from the DOE, U.S. Intelligence Community, the planning and operations staffs of the Military Services, Combatant Commands, other defense agencies, and major defense contractors and research organizations.
Expert knowledge in developing long-range vision, near and long-term goals, direction, and associated investment strategies for RDT&E programs. Identifying critical milestones and objectives from an S&T perspective.
Experience defining, identifying, and recommending program priorities and associated funding levels to ensure organization is meeting USSOCOM and congressionally identified highest priority requirements in a timely and efficient manner. Expert knowledge in overseeing a highly technical staff of 40-50 Government Service, Military, and contractors.
With a team of SOF CWMD project managers, program managers, administrative support, and contractor staff specializing in WMD technologies and how they can be employed by USSOCOM.
Experience directing staff through subordinate supervisors and by the direct supervision of 9-10 program and project managers.
Expert knowledge in ensuring commitments, obligations, and expenditure rates meet goals and OSD standards.
Providing cost assessment, planning, scheduling, and oversight while coordinating the budget development with the agency comptroller.
Expert experience in presenting budget preparations, goals, and objectives to higher authorities.
