Duties
Serves as the Agency/Organization Program Coordinator (A/OPC) responsible for overall execution of the Government Purchase Card Program (GPCP).
Provides guidance on policy and procedures on the Procurement process for DLA Headquarters’ GPCP to ensure compliance with all applicable regulations.
Evaluates organizational request to establish GPC accounts; scrutinizes financial and operational risk exposure and acquisition alternatives before recommending to approve or disapprove the request.
Works closely with alternate A/OPCs assigned within the DLA Contracting Services Office (DCSO) and those provided by external customers to provide guidance to ensure compliant mission support of the GPCP.
Develops, publishes and maintains written policies and procedures that govern the implementation of the DCSO managed GPCP based on direction and guidance of the DLA Component Program Manager (CPM).
Plans, schedules and conducts yearly audit reviews of all assigned GPC program account holders.
Implements and maintains government purchase card program records on the government contract bank electronic data system.

Qualifications
To qualify for a Program Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Providing overall execution of the Government Purchase card Program (GPC).
Performing advisory, analytical, and project management support on programs and initiatives.
Interpreting and applying guidelines to policy issues and providing direction to subordinate activities.
Initiating, developing, recommending, and disseminating instructions or procedures to implement new regulations or to provide guidance for special problems.
Providing input on project goals and plans and overseeing their implementation.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
