The National Pharmacist Program Manager is responsible for the management of national programs having a high degree of visibility and significant impact on formulary management and assistance to pharmacy decision makers at the national level for Pharmacy Benefits Management Services (PBM) in the Department of Veterans Affairs (VA) Healthcare System. This position is under the general supervision of the Associate Chief Consultant, PBM Formulary Management - VAMedSAFE.

VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Duties and responsibilities include, but are not limited to: Program Management: Serves as the pharmacy SME on data synthesis and data manipulation with a special emphasis on prescription utilization data, criteria for use as it pertains to formulary management, VisTA programming and Gerner translation and development. Develops responses to standard requests to PBM leadership as well as responses to assure the appropriate use of medications in the VA. Develops formal responses for PBM for specific data requests, initiatives conducted, decisions made, reports developed by PBM. Must be able to effectively utilize VA computerized databases including ViSTA and Gerner, pertinent relational and analytic software programs for data synthesis, template development and data communication systems to perform necessary functions. Liaison: The incumbent serves as the PBM, field, and Gerner liaison with regards to template development for Prior Authorization, criteria for use, Medication Use Evaluations, safety validation tools and outcomes assessment tools. The incumbent serves as the liaison between PBM Center for Medication Safety and Outcomes Section and the field for medication use evaluation forms and other real time data collection tools. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-14 Pharmacist National Program Manager Experience: In addition to the basic requirements, you must have 1 year of experience equivalent to the next lower grade level (GS-13) such as: post graduate Residency in Pharmacy Informatics or Master's level training and comparable certification and experience in Informatics; demonstrate an understanding of VA PBM issues, and how these issues affect drug and pharmaceutical product management in the provision of pharmaceutical care in VA; effectively utilize VA computerized databases including ViSTA and Cerner, pertinent relational and analytic software programs for data synthesis, template development and data communication systems to perform necessary functions, and demonstrate the following Knowledge, Skills, and Abilities (KSAs): 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff.
