The National Pharmacist Program Manager for Pharmaceutical Contracting serves as the technical expert in relations with Consolidated Mail Out Pharmacies (CMOP), VA medical facilities, VISNs and National Program Managers on issues pertaining to pharmaceutical contracting at the PBM Formulary Management Office.

VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Duties and responsibilities include, but are not limited to: This position coordinates activities related to pharmaceutical contracting, drug forecasting, and cost avoidance calculations with the National Acquisition Center (NAC), Food and Drug Administration (FDA), pharmaceutical industry representatives, and other governmental agencies such as Department of Defense (DoD), Indian Health Service (IHS), and the Bureau of Prisons (BOP). Program Management: Consults with the NAC and other Federal Agencies during contract negotiations related to product quality, safety, and effectiveness. Responsible for the analysis of data relative to drug consumption, utilization, and costs in VA installations. Identifies patterns and trends to determine appropriate, effective, and economical prescribing and dispensing of drugs. Develops procurement requests for national contract solicitations for VA and in coordination with other governmental agencies based on the recommendations of PBM and the Federal Pharmacy Executive Steering Committee Contracting Subgroup. Monitors contract compliance and cost avoidance data. Administrative: Provides guidance and leadership regarding contracting/procurement and drug safety issues to local, regional, and national VA managers. Prepares analyses and associated briefings concerning pharmaceutical procurement based on changes in demand or supply of pharmaceuticals on a monthly, quarterly, and yearly basis for use by local, regional, and national VA Managers. Gathers volume requirements from CMOP, VA, DoD, IHS, BOP for inclusion in National Contract Solicitations. Requirements take into consideration current utilization, forecasted utilization, and trends within the pharmaceutical market place, such as impending generic approvals. Prepares analyses and projections regarding drug use and procurement for facilities affected by legislation, shifts in workload, local prescribing habits, or changes in patient demographics. Compiles cost avoidance data on a quarterly basis for FSS contracts, Temporary Price Reductions, and National Contracts, and analyzes the data for trends. This data is widely disseminated internally within VA and shared with entities outside of VA such as Congress. Optimizing of Resources: Serves as VA representative and resource person for information related drug quality and safety as needed for VA contracting activities. Maintains and applies knowledge of current activities in health care management, the pharmacy industry, and the VA health care system with regard to drug accountability. Discusses interpretation of data with local, regional, and national VA managers to assure proper understanding and use of analyses and reports. Collaborates with internal and external stakeholders (e.g. CDC, GAO, 0MB, FDA, Congress and other federal and non-federal agencies to optimize the availability and efficient use of resources and services for Veterans. Monitors FDA activities, evaluates expected outcomes from these activities, and provides information to local, regional, and national managers. Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-14 Pharmacist National Program Manager Experience: In addition to the basic requirements, you must have 1 year of experience equivalent to the next lower grade level (GS-13) such as: provides professional management analysis and consultations to VHA offices, network and facility management concerning planning and coordination on drug accountability, pricing, formulary management and pharmaceutical outcomes and demonstrate the following Knowledge, Skills, and Abilities (KSAs): 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff.
