The Primary Purpose of the Position is: The Program Support Assistant (PSA) works as part of the Research administrative team to ensure compliance for all Without Compensation (WOC's) staff employed throughout the facility. The incumbent will ensure current VA status, complete credentialing and privileging and compliance with required Research training and an updated SOW on all Research Staff.
Duties
- The PSA ensures that all records paper and electronic are maintained as required by office of research and development and VA North Texas Health Care System. (VANTHCS)
- The PSA will prepare and update standard operating procedures and policies for R&D service based on guidance from their supervisor and/or AO.
- Recommends changes or updates based on trends or outliers including updates to SOPs or processes not outlined in SOPs.
- The PSA provides guidance to all staff involved in research on the WOC process at VA North Texas Health Care System (VANTHCS) to ensure compliance.
- The PSA will maintain and update irbnet software (R&D committee electronic submission software) to ensure compliance with VHA requirements and directives.
- The PSA evaluate WOC paperwork and SOW forms and required education according to local SOP and guidance from Supervisor for completeness and appropriateness prior to submission or marking as complete in database.
- Perform data validations, quality controls checks and procedures to ensure data accuracy and compliance with local WOC requirements, educational requirements, Scope of work requirements and IPA requirements for all R&D staff.
- Ensure all research staff listed on a protocol are trained and have VA status and credentials prior to submitting a new protocol to the committee and annually at continuing review under the guidance of the committee facilitators.
- Identify areas of weakness in the program through gaps in the data.
- Ensure information requested from R&D staff is received and logged into the database within 3 days of receiving. If data is not received the supervisor will be notified.
- Keep the service data base current and accurate with all required information.
- Prepare and track numbers of noncompliant staff monthly for the R&D committee report by subcommittee.
- Communicate with all other R&D admin. staff on new WOCs and IPA hires to get computer and building access, etc.
- Will communicate both orally and in writing guidance to investigators and coordinators on reminders to complete required WOC, IPA, SOW and education paperwork to start and continue to participate in R&D.
- Will communicate to explain processes and give additional guidance on correct forms, correct POCs, correct TMS modules etc to help R&D staff complete requirements to participate in Research.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience may include, but are not limited to: Prepares documents and reports tracking the number of appointments per service. Prepares correspondence, updates forms, improves and creates processes. She/he will analyze data to report percentages each month and average quarterly. The incumbent will contact travel/fiscal staff as needed to close requests and reports. He/she develops program and informational handouts. Works closely in conjunction with the AO to follow up on Human Resource actions pending. Will help organize and write performance standards for all VA Research employees. Will ensure that mid-year and annual performance appraisals are complete and timely. providing clerical, technical, or customer support; receiving and referring phone calls; communicating and treating customers in a courteous, tactful and respectful manner while providing consistent information; following established policies and procedures; and using computer programs to prepare documents. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school education. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of a successfully completed bachelor's level education (in excess of the first year or 60 semester hours) and specialized experience to meet total experience requirements.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The position may require extensive walking throughout the Medical Center or walking to meeting sites located at University affiliate. Duties may occasionally require lifting small packages of 15- 20 lbs. As well as contact with animal and biomedical laboratory environment. This position requires no special medical screenings.

Education
This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
