The primary purpose of this position is to develop and manage the 375th AMW Innovation Program while aligning the program with higher headquarters planning and implementation directives.

Duties

Serves as the organizational point of contact responsible for the development, implementation, management, and execution of the 375th Air Mobility Wing’s Innovation Program. Performs innovation advocacy in pursuit of the tenets of efficiency, effectiveness, and competitive advantage. Represents management at a variety of functional and organizational levels.

  • An engineering degree at the bachelor’s level from an ABET accredited institution or a closely related engineering discipline is highly desired.
  • Defense Acquisition University (DAU) Level 1 certification is highly desired
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • The work may require the employee to drive a motor vehicle. An appropriate valid driver’s license may be required for the position.
  • Work may involve Approving Official (AO) duties in support of the Government Purchase Card (GPC) Program and completion of associated training.
  • All current federal employees must have a minimum performance rating of acceptable or higher to be considered for placement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of advanced program management and expert knowledge of a wide range of quantitative and qualitative process methods and techniques to issues or studies concerning the productivity, effectiveness, and improvement of critical wing plans and programs; knowledge to plan, schedule, conduct, and facilitate projects and studies to evaluate and recommend ways to improve the productivity of work operations in a program or support setting. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of command organizational structure and its supporting elements and programs, missions, policies, goals, philosophies, acquisition regulations, practices, procedures, general engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply engineering theories, principles, and concepts to innovation initiatives. 2. Basic knowledge of process improvement principles, procedures, techniques, ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. 3. Knowledge of management and organizational principles, organizational theory, and techniques of analysis and evaluation, established management principles, pertinent administrative regulations along with knowledge of standardized administrative practices and procedures to perform a wide variety of studies in various organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution. 4. Knowledge of administrative regulations and operating procedures plus skill in applying fact finding and investigative techniques to gather clear-cut factual evidence of waste and abuse, or compliance with regulations. 5. Skill to develop innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance. 6. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
