The Office of the Assistant Secretary for Management/CFO assumes responsibility for internal management and policy of the Department, including the area of information technology, which is overseen by the DAS for Information Systems and CIO. Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Gather functional and business requirements and rapidly translates that information into a working set of operational and financial models, dashboards, and management reports. Work with a team to design, implement, maintain, and/or modify cost allocation data and reports to facilitate usage of the data to make business decisions. Translates technical requirements into subsequent deliverables. Develop requests for information and templates in a clear and concise manner to ensure effective data gathering and analysis. Provide regular status updates on operational metrics, operational risks, and projects and activities, and develops recommended mitigation approaches to managers. Utilize cost allocation data to develop life cycle cost analyses and long-range strategies and recommendations, including cost/benefit analyses, around how to best direct IT spending resources to meet organizational IT goals and objectives. Provide cost-related assistance to managers within OCIO/BCIO's in the area of IT investment and may represent OCIO in meetings and discussions with internal and external OCIO customers to improve program operations, eliminate problem areas, and pinpoint cost benefits. Utilize the Federal Technology Investment Management (FTIM) Community of Practice (CoP) framework and technology business management taxonomy as the basis for analysis. Research and apply agency policy/legislation to analyses and strategies and, as necessary. At this level, the incumbent is responsible for possessing expertise in current, applicable legislation and guidance (examples may include but are by no means limited to Office of Management and Budget Guidance, Federal Information Technology Acquisition Reform Act, Federal Acquisitions Streamlining Act) and applying to specific situations and/or proposing additions or changes.

You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as experience in ALL of the following: - Gather, organize and analyze IT program and budget data related to any one of the following: Capital Planning and Investment Control, Technology Business Management, Acquisitions, IT Policy and Strategy program for an organization. AND - Identify and analyze trends based on the data collected and make recommendations to management, including policy directives and updates. AND - Work as a lead in a project or team environment. AND - Provide customer service with an IT or financial management focus. For the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is defined as experience in the following: - Gather, organize and analyze program data related to IT program data such as IT budget, procurement, operations, systems, policy, strategy. AND - Identify and analyze trends based on the data collected and make recommendations to management. AND - Work in a team environment. AND - Provide customer service with an IT or financial management focus OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. OR You may qualify based on the equivalent combination of education and experience. For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position is defined as experience in the following: - Gather, organize and analyze program data related to any one of the following: systems/operations (ex: help desk tickets, servers, database), financial (ex: cost accounting, budget, obligations, commitments), procurement (ex: contracts, vendors, invoices), HR/organization (ex: payroll, headcounts). - Identify and analyze trends based on the data collected and make recommendations to management. - Work experience in any IT function. - Provide customer service. OR a Masters or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR You may qualify based on the equivalent combination of education and experience. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks. For the GS-11, you must have been at the GS-9 level for 52 weeks. For the GS-9, you must have been at the GS-7 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency.
