Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of the Director, Office of Congressional and International Affairs (OCIA) in Washington, DC.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Implements a legislative affairs program within the Bureau of Safety and Environmental Enforcement (BSEE) with responsibility executing a program to convey information to and inform the Congress about the organization's programs, activities and services.
2. Assists in formulating internal BSEE policies governing the handling of legislative matters and functions as an advisor to the Director, Deputy Director and Associate Directors on legislative matters.
3. Reviews, analyzes and tracks legislation, both pending and proposed. Reviews or prepares comments and BSEE's position on a wide range of bills referred to the BSEE from the Legislative Counsel for the Department.
4. Clarifies conflicting information, working with all interested parties to reach consensus on appropriate wording, and rewrites comments, as necessary, to meet the tight Departmental deadlines while frequently under pressure, obtaining necessary surnaming as appropriate.
5. Functions as liaison and works closely with Senate and House committees. Establishes and maintains effective working relationships with members of the Congress, staff and specialized groups interested in the organization's programs and field offices. Ensures an effective interchange of information between key members of the Congress, staff and the BSEE.
6. Responds to information requests from the Congress and specialized groups on the organization's program in written and oral form.

Salary Range Information:
GS-12: ($94,199 - $122,459) per annum.
GS-13: ($112,015 - $145,617) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
This vacancy is also announced as BSEE-EEAA-24-JB-035(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
GS-12
Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Assisting in the development and implementation of legislative outreach strategies to inform and educate Members of Congress and staff on an organization's mission, programs and operations. 2) Reviewing and analyzing legislative proposals. 3) Collaborating with congressional staff, senior officials of federal agencies and/or interest groups on sensitive and controversial issues; AND 4) Conducting organizational reviews of congressional testimonies and witness preparation materials. Must meet all.
GS-13
Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Developing and implementing legislative outreach strategies to inform and educate Members of Congress and staff on an organization's mission, programs and operations. 2) Reviewing and analyzing legislative proposals. 3) Collaborating with congressional staff, senior officials of federal agencies and/or interest groups on sensitive and controversial issues. 4) Conducting organizational reviews of congressional testimonies and witness preparation materials; AND 5) Providing clear and concise written material such as bill analysis, testimonies or hearing summaries. Must Meet All.
