Duties

WHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Strategy, Human Capital Data Management and Technology The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Develops dashboards, visualizations, reports and internal controls metrics from authoritative human capital information systems to guide organization performance based on authoritative data notations and definitions. Collects, consolidates, and standardizes information gathered from a variety of human capital systems and applications to improve the quality and interpretability of data. Uses consistent, clear vocabulary and information quality standards to author and update metadata artifacts for a variety of HC databases. Performs research to determine data lineage, provenance, and cross-references. Collaborates with subject-matter experts to develop high-quality data documentation and metadata when required to meet user requirements. Participates in the planning and implementation of new HC databases and development of functional, relevant metadata. Researches, writes, edits and maintains IRM documentation and standard operating procedures (SOPS) for HCDMT programs and services as it relates to metadata. Ensures content doesn't contradict other IRS guidance.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-09 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade (GS-7) level in the normal progression in the Federal service. Specialized experience for this position includes: Experience using established techniques, methods, sources, and procedures for collecting, analyzing, and documenting technical data from a variety of sources to evaluate their effectiveness and/or efficiency. Experience retrieving information from a variety of systems/ applications, consolidating and standardizing the data, and reporting findings to higher levels. Experience assisting with broad and complex projects, problems, or critical issues; planning and organizing work, and communicating factual and procedural information clearly, verbally and in writing. OR EDUCATION: You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields; OR two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields; OR LL.B or JD in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with at least one (1) year of combined education and experience as defined above. SPECIALIZED EXPERIENCE GS-11: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade (GS-9) level in the normal progression in the Federal service. Specialized experience for this position includes: Basic knowledge of metadata policies and standards to evaluate, select, and adapt precedents to meet specialized information requirements as the data requires. Knowledge of techniques, methods, and procedures for collecting metadata to gather, interpret, and document technical data from a variety of sources. Experience retrieving metadata on a variety of databases, analyzing facts and reporting them logically and clearly, and identifying interrelationships, providing analyses, and reporting findings to higher levels. Basic knowledge of computer applications is required to compare multiple years of metadata as well as to review and update written documentation. Experience assisting in developing internal control metrics, dashboards, visualizations, and reports from information systems, and planning and executing complex projects, problems, or critical issues. Experience planning and organizing work, and communicating factual and procedural information clearly, verbally and in writing. OR EDUCATION: You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields; OR three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields; OR LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management field. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with at least one (1) year of combined education and experience as defined above. SPECIALIZED EXPERIENCE GS-12 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade (GS-11) level in the normal progression in the Federal service. Specialized experience for this position includes: Experience utilizing advanced knowledge of metadata policies and standards to evaluate, select, and adapt precedents to meet specialized information requirements as the data requires. Knowledge of techniques, methods, and procedures for collecting metadata to gather, interpret, and document technical data from a variety of sources. Experience retrieving and analyzing metadata from a variety of systems and databases, identifying interrelationships, analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, and identifying actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Knowledge of computer applications is required to compare multiple years of metadata as well as to review and update written documentation. Experience developing internal control metrics, dashboards, visualizations, and reports from authoritative information systems to guide organization performance based on authoritative data notations and definitions; planning and overseeing broad and complex projects, problems, or critical issues; planning and organizing work, and communicating factual and procedural information clearly, verbally and in writing.
