About the Position: Defense Health Agency Puget Sound Market Department of Medicine, Gastroenterology Service Army Medical Center Madigan, Tacoma, Washington. Duties
Solve basic to moderately complex issues by conducting research and analysis as required to create a corrective action plan using reports, justifications, charts, graphs, statistical and narrative data to justify findings and recommendations.
Advise organizational unit policy makers on the relevant technical and regulatory issues related to healthcare delivery in the assigned area of responsibility or program.
Identify problems with healthcare system processes and recommends alternatives to improve processes, identifying and reporting any quality improvement issues to the supervisor or appropriate office.
Manage, monitor and ensure Joint Commission and other required inspection compliance.
Monitor and coordinate personnel matters (e.g. recruitment and placement actions, removal and suspension actions, EEO complaints, denial of within grade actions, performance management, etc.) with the supervisor.
Plan work to be accomplished by subordinates; sets and adjusts short-term priorities; prepares schedules for completion of work; assigns work to subordinates based on priorities.
Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager.
Identify developmental and training needs of employees, providing or arranging for needed development and training.
Find ways to improve production or increase the quality of the work directed; recommends recognition and positive personnel actions (e.g., awards) for deserving subordinates.
Requirements

- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes administrative and analysis such as identifying, analyzing, and documenting issues, patterns, to include solving basic to moderated complex issues, monitoring or assisting with preparing annual budgets, and monitor the assigned component of the healthcare delivery system for trends that affect the Military Treatment Facility (MTF). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital Administration, Public Health Administration, Business or Public Administration with course work in Health Care Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
