Duties

The primary purpose of this position is to: Oversees all aspects of Theater Security Cooperation (TSC) and Arctic Operations exercise planning, design, development and execution for the NC/J3 Directorate to include direction and oversight of the Training and Education (T&E) Representatives in each of the Directorate's 10 divisions and the NORAD and USNORTHCOM Current Operations Center (N2C2). Directs/manages all aspects of Theater Security Cooperation (TSC) and Arctic Operations exercise planning, design, development and execution for the NC/J3 Directorate to include direction and oversight of the Training and Education (T&E) Representatives in each of the Directorate's 10 divisions and the NORAD and USNORTHCOM Current Operations Center (N2C2). Serves as the USNORTHCOM Directorate of Operations Senior Wargaming Analyst providing subject matter expertise on operations capabilities and the development of realistic wargaming scenarios and activities supporting the planning, coordination and conduct of the operational aspects of wargaming events to include Table Top Exercises (TTXs) and Senior Leadership Seminars (SLS). Serves as the principle operations observer/controller for the Joint Exercise Control Group (JECG) during all wargames and TSC and Arctic Operations exercises and establishes and maintains the Directorate of Operations Exercise Planning Schedule for directorate-assigned exercises SLSs and wargames to include scheduling conferences, meetings and in-progress reviews.

  • The employee will be required to perform up to 120 days TDY per year attending conferences, exercises, wargames and seminars.
  • The employee will be required to travel by military and/or commercial aircraft in the performance of assigned duties.

Qualifications

(Con.) This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Individuals selected for Key positions must be made exempt from military mobilization and/or recall. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. May be required to perform NC/J3 Battle Staff/Battle Roster functions during exercise and real world events. Battle Staff/Battle Roster functions may include, but are not limited to the: USNORTHCOM Crisis Action Center (NC/CAC), Contingency Command Center, Current Operations Crisis Management Team (CMT), Joint Enabling Capability, and other tasks as assigned. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes master knowledge of the training and exercise programs of Theater Security Cooperation (TSC), Artic Operations, Homeland Defense (HD), Homeland Security (HS) and wargaming to apply expertise to exercise assignments; analyze interrelated issues and design exercise and wargame scenarios; master knowledge of wargaming theory and its application to incorporate new science and technology into wargame scenarios to assess and evaluate these capabilities to address the Command's gaps, seams and future threats; thorough knowledge and understanding of the current missions, capabilities, organization and operations of: NORAD and USNORTHCOM; other CCMDs; the military Services; the National Guard; the US Coast Guard, the Reserve forces; the DOD; DOD intelligence organizations; DHS, DOS, FBI, CIA, FEMA, etc. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Combatant Command (CCMD), DOD, and Joint Staff military command structure, missions, programs and organizational relationships (e.g., NORAD). Knowledge of deliberate and crisis action planning, N&NC Battle Staff procedures and CCMD staffing processes. Knowledge of the Chairman of the Joint Chiefs of Staff (CJCS) Joint Training Program (JTP) and Joint Training System (JTS) to plan and develop exercise constructs, architectures, scenarios and personnel laydowns. Knowledge of wargaming processes from concept development through execution and how it is used to develop solutions to operational gaps and seams. Knowledge of the N&NC missions, operational planning processes, execution procedures, and how strategic operations, deliberate planning and war gaming are used to support and improve their operational effectiveness. Skill to perform technical work in support of management analysis, the purpose of which is to evaluate and improve the efficiency, effectiveness and productivity of the organization. Ability to plan, direct, coordinate, research, gather data, assemble and analyze facts, draw conclusions, organize ideas, work with others at various levels of command, and participate/in the activities of one or more working groups, in order to devise solutions to problems and accept and implement recommendations. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Ability to react in a high stress environment to intense domestic event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to possibly the highest civilian authority in the Government. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
