This position is located in the Office of Safety Recommendations and Communications, Safety Recommendations Division in Washington, DC. The incumbent of this position will serve as the Division Chief for the Safety Recommendations Division, with the responsibility for the administration of the National Transportation Safety Board (NTSB) safety recommendation program.

Duties

As a Supervisory Transportation Safety Specialist, GS-2101-15, you will perform the following major duties: Oversees the agency's Safety Recommendation Program, which includes tracking and development of correspondence with recommendation recipients to solicit official responses regarding a recipient's actions to implement a safety recommendation. Reviews complex accident reports, safety studies, special investigations, and safety recommendation issuance letters to ensure that new recommendations are adequately supported by findings in investigations and consistent with previous NTSB positions. Supervises a team of safety recommendation specialists charged with evaluating responses to NTSB recommendations and proposing appropriate recommendation classifications. Develops the NTSB's written responses to safety recommendation recipients, and ensures that such responses are thorough and timely, and that such responses fully evaluate and communicate whether the response addresses the safety issue in the recommendation and serves the Board's objectives. Advises senior leaders on recommendation related information requests from Congress and the Government Accountability Office and identifies any controversial issues or conflicts with agency position on emerging safety issues.

  • SUPERVISORS ARE ONLY PERMITTED TO TELEWORK THREE DAYS PER WEEK - TUESDAY, WEDNESDAY, AND THURSDAY.

Qualifications

To qualify for this position, you must meet one of the following Basic Requirements: A. Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Must provide your official or unofficial transcripts.) -OR- B. Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. In addition to meeting one of the above Basic Requirements, you must also possess the following: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal Service (obtained in the private or public sectors) performing one or more of the following activities: Performing lead or supervisory duties to include planning work to be accomplished by subordinates, developing performance standards, resolving conflicts, obtaining resources, and making decisions on all training needs and request. Knowledge of at least one transportation industry including major companies, trade associations, and labor unions, manufacturers, and technologies. Knowledge of safety recommendations or transportation investigations. Experience using plain language skills to present complex or technical information, in a clear, succinct, accurate, manner in all written documents. Strong analytical skills and experience evaluating information and actions taken at the state, federal agency, and/or industry level related to transportation safety.
