The Supervisory Physical Security Specialist position is in the Department of Veterans Affairs (VA), Veteran Benefits Administration (VBA), Office of Mission Support (OMS). The Supervisory Physical Security Specialist and reports to the Director of Operations, Safety, Security and Preparedness (OSSP) Directorate and serve as an advisor providing guidance and consultation in one or more security disciplines including personnel and physical security programs.
Duties
Responsible for maintaining the integrity and protection of highly sensitive information and programs under the security cognizance of the Agency.
Applies a comprehensive knowledge of security program interrelationships to coordinate the objectives and implementation of a specialized security program(s) for VBA.
Responsible for the execution of work performed by the team, which may consist of government and contracted staff.
Responsible for the timeliness, accuracy, validity, and sufficiency of the work accomplished by the staff. The staff consists of subordinate program Specialists at the GS-13 grade and may also include contractors.
Provides advice and guidance on both assignments and administrative matters.
Reviews completed work; develop performance standards.
Evaluates performance, makes recommendations concerning promotions and within grade increases, performance awards, adverse/disciplinary actions, such as warnings and reprimands, recommending other actions in more serious cases, selections of qualified candidates for selection to subordinate positions, listens to group grievances and resolves minor employee complaints.
Makes decisions on the training needs and requests of subordinates and implements procedures to enhance the overall effectiveness of the Physical Security section.
Coordinates goals, priorities, staff resources, productivity, quality, and general activities with higher-level management.
Ensures application of appropriate problem-solving methods and techniques.
Provides guidance and makes decisions on work methods, protocols, and procedures; Assesses resource and workload issues and promptly identifies issues requiring outside intervention.
Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Holds self and Specialists accountable for measurable high-quality, timely, and efficient results as seen through project outcomes. Interviews candidates for positions in the unit.
Recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.

Applies policy direction and updates to specific operating requirements and develops guidance and instructions for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various degrees or levels of security controls.
Develops curriculum designed to instruct all VBA employees on best practices in the protection of national security information.
Uses extensive knowledge of security program interrelationships to independently provide guidance and develop and present briefings and training.
Develops, implements, and monitors a variety of aspects of multiple security programs including personnel and physical security programs for VBA.
Serves as a subject matter general in security policy and procedures and identifies shortfalls, implements corrective actions, and recommends controls and safeguards for that security program.
Develops and assists in implementing innovative approaches to accomplish objectives and enhance security postures.
Reviews, analyzes, and identifies security educational needs of the workforce and/or weaknesses in the program and provides recommended solutions
Promotion Potential: The full-level promotion potential is GS-14.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-14 position you must have served 52 weeks at the GS-13 level.

Experience in security program planning at a major organizational level when such work involves applying policy direction to specific operating requirements and developing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various degrees or levels of security controls.
Experience developing security program relationships, or significant expertise and depth in one of the highly specialized areas of security. Comprehensive knowledge of critical infrastructure protection standards and applications, knowledge of alarm systems, technological, and engineering solutions to enhance physical security.
Experience as a subject-matter experts on interagency committees and task forces formulating general program guidance for implementation in a variety of different operating environments where variations in methods and techniques may be needed to meet security program objectives.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts.
