The primary purpose of this position is to serve as a Senior Land Science and Technology (S&T) Analyst for the JS Requirements, Resources and Analysis Directorate in the Science and Technology (S&T) Division, Headquarters North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM).
Duties
Direct, coordinate, analyze, and report on NORAD and USNORTHCOM land domain concept development, experimentation, technology demonstration and evaluation efforts that contribute to efforts to address capability needs.
Utilizes Government-wide technology development processes and assesses related program advocacy and execution.
Serves as directorate representative to internal and external review boards.
Plans and manages resources. Forecasts, justifies, and executes resource allocations and provides necessary reporting and control measures, in accordance with the Planning, Programming, Budgeting, and Execution (PPBE) system, to ensure efficient use of these resources to achieve organizational objectives.

Qualifications
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The incumbent of this position is subject to recall with little or no notice. Incumbent might be required to work an alternate work schedule, overtime, and/ or weekends and holidays, if needed. During periods of crisis response, serves as a member of the Crisis Action Team and/or as a Liaison Officer, as required.
This is a KEY position IA W 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
Employee is required to file and submit an initial and annual Confidential Financial Disclosure (OGE Fm 450) report in the electronic Financial Disclosure Management (FDM) system in accordance with DoD 5500.07-R, Joint Ethics Regulation.
Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes of NORAD and USNORTHCOM domain awareness, information dominance, and decision superiority and of the DOD and Canadian Department of National Defense (DND) regulations, policies, and processes guiding development, validation, and verification of military requirements and technology development of systems. Requires master's level knowledge of JCIDS process that produces fiscally responsible investment strategy roadmaps and the DOD 5000 series regulations that guide acquisition and technology development programs. Must be able to demonstrate ability and experience to independently conceive, lead, and evaluate complex issues related to strategic capabilities generation and evaluation, analysis of new systems concepts and alternatives, and understanding technology issues associated with existing and new domain awareness, information dominance, and decision superiority systems. In-depth knowledge of Services', U.S. DOD, and Canadian DND acquisition policies, procedures, the PPBE process, congressional review procedures, program tracking processes for program management oversight of acquisition systems and subsystems, and planning and execution of technology programs to enable new, more capable, weapon systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of domain awareness, information dominance, and decision superiority pertaining to the Homeland Defense mission. Knowledge of DOD and Canadian DND Research, Development, Test and Evaluation (RDT&E) policies, programs and organizations.
2. Skill in written and oral communications sufficient to prepare and present findings, and recommendations, develop and present briefings to senior DOD and Interagency leaders. Ability to articulate a position and motivate a team of peers to complete complex tasks in support of the organizational
mission.
3. Ability to work in a bi-national multi-functional and multi-mission environment involving routine interaction with General Officer and senior executive management levels of the DOD, DND, other federal agencies such as the DHS, Transportation Security Agency, and Federal Aviation Administration, CIA, DIA, national laboratories and with corporate senior executive leaders of industry on issues directly impacting national defense of the US and Canada.
4. Ability to independently analyze and assess complex systems and operational requirements issues in an environment of uncertainty and continuous change, involving the legislation, authorities, policy, and scope of programs.
5. Ability to independently, and with latitude, plan, organize and prioritize time-critical projects and assess results of individuals, teams, or organizations dealing with unprecedented factual issues ( e.g., stemming from the newness or scope and complexity of the projects, unprecedented departure from previous practices, or intergovernmental requirements) which require the creation of program innovations, concepts, or principles.
6. Knowledge at the Mastery level of Joint Capabilities Integration and Development System (JCIDS) process, which is continually evolving and in a sea state of change and uncertainty that produces fiscally responsible investment strategy roadmaps, and the DOD 5000 series regulations that guide acquisition programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
