The primary purpose of this position is to serve as a staff-level Test Manager providing expert guidance and assistance for acquisition programs developing, implementing, and monitoring processes to manage the cost, schedule, conduct, and overall strategy of test and evaluation within the various phases of the acquisition cycle dealing with Foreign Military Sales.

Duties

Provides technical guidance, advisory support, and assistance on test and evaluation (T&E) matters, such as test planning and implementation, test conduct. resource control and reporting to FMS acquisition. Serves as an expert for current and proposed T&E guidance. As a specialist in the area of test and evaluation (T&E) management, identifies T&E guidance issues impacting the acquisition of FMS aeronautical systems, subsystems, and support equipment. Serves as a primary advocate for the AFLCMC test and evaluation workforce. Represents the organization and higher management echelons; and provides status information on assigned T &E projects/programs, as required, iii high level meetings and discussions with senior government officials, both within and outside the Air Force and the DoD. Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.

  • Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DA WIA) requirements application to the duties of the position.
  • This position requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft.
  • Employee is expected to meet Continuing Acquisition Education requirements.
  • In accordance with the provisions of the Joint Ethics Regulation, the incumbent of the position must file an initial, and thereafter on an annual basis, a Confidential Financial Disclosure Report, OGE Form 450.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience is planning, organizing, and coordinating test and evaluation management activities as it relates to contracting, engineering, logistics, financial management, and program management. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the laws, principles, policies, and practices of test and evaluation as it relates to systems acquisition. Knowledge of the mission, functions, organizational structures, operations, and roles of DoD, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and test and evaluation. Skill in staff level planning, organizing, and overseeing critical test and evaluation aspects related to the development, production, and support of systems, subsystems, and equipment. Ability to prepare and review critical program-specific documentation with regard to test and evaluation and to develop and execute a test and evaluation strategy. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability to establish and maintain effective working relationships with individuals and groups, within and outside the immediate work unit. Knowledge of FMS principles as practiced by the Department of Defense. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
