About the Position: This position is located in Letterkenny Munitions Center at Letterkenny Army Depot, Chambersburg, Pennsylvania. Serves as an Operator and Maintainer of the Ammonium Perchlorate (AP) Rocket Motor Demilitarization (ARMD) Facility for Letterkenny Munitions Center (LEMC). Performs a variety of duties and tasks while serving as a technical expert on the closed loop rocket motor demilitarization apparatus.

Duties

Operate, inspect, troubleshoot, repair, and maintain hydraulic and pneumatic systems and equipment to ensure efficient operations. Utilize computer applications to monitor, operate, troubleshoot, and maintain ARMD systems and subcomponents. Operate, inspect, troubleshoot, repair, and maintain the thermal treatment chamber system. Interpret and follow drawings, schematics, and technical manuals of electrical, electronic controls, pneumatic and hydraulic systems to troubleshoot, inspect and repair them to meet production standards. Utilize a wide variety of inspection techniques to examine assemblies, integrated systems/components. Perform inspection of tactical rocket motors looking for corrosion, damage, propellant abnormalities, nomenclature and ensures motors are safe to handle. Operate forklift (up to 28,000 lb. Capacity) for transporting the rocket motors, missiles, and ammunition. Uses overhead crane, slings, hoisting devices, dollies, transport vehicles, and specially designed conveyances Make preliminary functional tests with a variety of standard and special purpose test equipment, holding fixtures, and precision measurement devices to inspect, identify, and validate initial operating conditions are within specific tolerances.

Minimum Qualifications (Screen Out Element): Ability to do the work of an ARMD Facility Operator/Maintainer without more than normal supervision, including, utilizing the ARMD equipment to determine nature and scope of repairs, adjustments, and/or replacement of components. Design, test, install, and modify specialized tools, fixtures, and equipment for a variety of ammunition and missile related operations. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating. Ability To Do The Work Of The Position Without More Than Normal SupervisionAbility to Interpret Instructions, Specifications, etc. (Other Than Blueprint Reading)Dexterity and SafetyKnowledge of Equipment Assembly, Installation, and Repair, etc.Knowledge of MaterialsTechnical Practices (Theoretical, Precise, Artistic)Use of Measuring Instruments PHYSICAL EFFORT: Moderate physical exertion is required. There is frequent standing, bending, and working in tiring positions. Work requires lifting and carrying items (tools, equipment parts, and components) from10 to 40 pounds (and occasionally items weighing up to 50 pounds). Work can require large amounts of walking between control areas, processing equipment, and equipment bays. Operators are required to bend, stoop, and stand for extended periods of time to work around the equipment during operations, inspection, and troubleshooting activities. Workspace is limited in many instances requiring operators to be in awkward positions for long periods of time, often exceeding10 minutes in length. Work frequently requires going up and down steps and on elevated structures(12 to 14 feet high). Work also includes working on outside high platforms (25 feet) and using appropriate man lifts to perform inspections, troubleshooting, and maintenance on equipment 30 to40 feet off the ground. Incumbent must pass physical examination for working with and handling hazardous propellants and explosives and for entering confined spaces. WORKING CONDITIONS :Work is performed around unusually hazardous items of multiple variants of rocket motors for a paramount portion of the time (over 60%) and around a pollution abatement system (over 80%).Hazards also exist where probable normal mishap could result in serious burns, loss of finger joints, fractures, smashed fingers, eye injuries, hearing loss with other disabilities, and loss of life from mishaps or from premature firing or igniting devices while dropping or handling explosives, working on electrical circuits, and exposures to process chemicals and motor firing effluents. Incumbents will be required to perform confined space entry to inspect and maintain the ARMD which may, at the time of entry, contain residual HCL, alumina particles, unburned rocket propellant pieces, sharp metal fragments, pockets of various rocket motor exhaust constituents, and sloped footing surfaces. Related Information: The operation of the Ammonium Perchlorate (AP) Rocket Motor Demilitarization (ARMD) Facility is the primary duty. The ARMD and associated equipment/ facility is a one-of-a-kind, unique facility designed to destroy AP based rocket motors in an environmentally friendly process. The ARMD is the only Army depot owned Closed Disposal Technology (CDT) for AP rocket motors. Operators must have a thorough understanding of energetic ordnance and the ARMD operations and maintenance process. The ARMD is composed of numerous systems/sub-systems: Human Machine Interface (HMI) control panel, Programmable Logic Controller (PLC), Remote Automated Motor Sealing, Loading, & Ignition Circuit Completion System (RAMSLIC), Effluent Handling System(EHS), Thermal Treatment Chamber (TTC), Pollution Abatement System (PAS), electrical Motor Control Center (MCC), and rocket motor preparation bay, and industrial operations control room. Operators must be familiar with the ARMD system overview, theory of operations, functional description and inspection of major sub-assemblies, piping & instrumentation diagrams (P&IDs),drawings, operational and maintenance manuals, start-up and shutdown procedures, rigorous safety protocols.
