Duties
You will serve as an IT SPECIALIST (INFORMATION SECURITY) in the PORTFOLIO MANAGEMENT DIVISION, COMMS SHORE MODERATION AND NETWORK DIRECTIVE, OFFICE OF THE COMMANDER, CHIEF OF STAFF, NAVAL INFORMATION FORCES, SUFFOLK, VA.
You will ensure all IT systems, sites, applications and networks within the NAVIFOR domain,
You will perform detailed analysis and review of all supporting accreditations packages such as System Categorization, Selecting Plan, Continuous Monitoring Strategy, etc.
You will track, monitor, maintain and support development of all documentation for NAVIFOR.
You will perform detailed analysis of operating system software and firmware.
You will monitor internal security controls within the Automated Information System (AIS) Area.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 612 level A-ADVANCED within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain a current CERTIFIED INFORMATION SYSTEMS SECURITY PROFESSIONAL (CISSP) CERTIFICATIONA AND DON CYBER IT/CSWF and CYPER IT/CSWF QUALIFICATION MATRIX certification.

Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Manages and configures network services.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provides support to the end user by diagnosing and solving a variety of computer and system problems.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provides advice and guidance to managers and customers.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. GS-13: In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience identifying and analyzing problems; weighs relevance and accuracy of information; seeks and evaluates alternative solutions; makes timely recommendations, based on potential implications of findings or conclusions. Evaluates to identify the causes of problems, and recommends courses of action that balance the interests of the mission and stakeholders.
Experience providing functional and/or technical support to customers to ensure validation of requirements and delivery of Information Technology capabilities.
Experience determining security system operations and changes in conditions, operations, or environment.
Experience maintaining information systems assurance and authorization materials.
Experience applying cybersecurity principles, determining cyber threats and vulnerabilities, and utilizing cyber defense and vulnerability assessment tools, including open source tools, and their capabilities.
GS-12: In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience conveying written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention.
Experience discerning the protection needs of information systems and networks.
Experience protecting information and information systems in order to ensure confidentiality, integrity, and availability.
Experience maintaining DON Directives, Instructions, and other national level policy documents related to Assess & Authorizization (A&A) and the Risk Management Framework (RMF) process (i.e., System Categorization, Selecting Security Controls, Implementing Security Controls, Security Plan, Continuous Monitoring, Security Assessment Plan, Security Assessment Report, and Plan of Action & Milestones).
Experience applying network security architecture concepts including: topology, protocols, components, and principles (e.g., application of defense-in-depth).
