Serves as the Management Analyst in the Bureau of Political Military Affairs (PM), reporting directly to the Deputy Director of Management, in support of the Chief of Staff, the Principal Deputy Assistant Secretary, and Assistant Secretary. This position assists in coordinating the execution of complex and sensitive assignments relating to bureau-wide strategic planning, management issues, contract management, personnel recruitment, retention, and training, and budget execution.
Duties
Provides ongoing analysis and evaluation on a quantitative or qualitative basis of the effectiveness of bureau-wide activities to support the Bureau of Political Military Affairs (PM) mission.
Analyzes and makes recommendations on issues that cut across all PM offices including contract requirements, business processes, office space requirements, equipment, furnishings, and resources, taking into account changing priorities & budget level.
Modifies administrative/program policies, systems, methods, and guidance to assist and inform managers in program planning, execution, and control.
Assists in coordinating the execution of assignments related to bureau planning, operations, administration, management issues, and special projects that support bureau-wide functions and enhance the work experience of bureau personnel.
Serves as the Contract Officer Representative (COR) for Front Office contracting vehicles.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than the GS-13.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience assessing project and/program effectiveness and efficiency utilizing established processes, tools, and techniques
Experience preparing written reports
There is no substitute of education for specialized experience for the GS-12 position.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience assessing program effectiveness and efficiency utilizing qualitative and quantitative analytical techniques.
Experience communicating findings and results in written reports and oral briefings.
There is no substitute of education for specialized experience for the GS-13 position.
