Duties

- Manage assigned Research, Development, and Engineering projects. - Identify Research, Development, and Engineering projects that fulfill program capability and technology objectives. - Develop employment strategies for integration of newly developed technical solutions. - Develop budget, planning, and programming submissions for assigned project areas to support overall program goals and objectives.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of complex methodologies used for development of test and evaluation; knowledge of personnel recovery crisis support operation and survival skill code of conduct training; knowledge of special mission unit personnel, capabilities, and their tactics, techniques, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and working experience with sensitive compartmented programs designed to support operational. Intelligence, technical, and training requirements sufficient to equip the individual to reach difficult decisions regarding the development of new methods, approaches, and procedures to meet frequently changing program requirements. 2. Knowledge of and working experience with the US Intelligence Community's mission, structure, and function; knowledge of the National technical architecture and capabilities. 3. Ability to communicate orally and present technical briefings to high-level government and non-government management officials; ability to gather, assemble, and analyze project information, draw conclusions, and recommend solutions to identified problems. 4.Knowledge of and, experience in Radio Frequency, Communications related Research, Development, and Engineering projects to include Over-the-Horizon, Line-of-Sight, and Bent-Pipe architectures. 5. Knowledge of and experience in Tagging. Tracking, and Locating related Research, Development, and Engineering projects; knowledge of and experience in Research, Development, and Engineering Project Management. 6. Knowledge of general budgetary practices, procedures, and guidelines for financial planning and POM budget submissions; general knowledge of U.S. Government contracting policies, procedures, and regulations; knowledge of and proficiency with Microsoft Office and Microsoft Project software applications. CONDITIONS OF EMPLOYMENT CONTINUED: Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. During contingencies or wartime, the incumbent may be expected to perform emergency duties and responsibilities, possibly including but not limited to exercises of wartime and/or contingency operations, deployment within CONUS/OCONUS communities, reporting for, or staying on duty when other employees are excused, working overtime, or irregular duty hours, performing frequent and lengthy TDYs, and other type of employment related duties. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
