The incumbent serves as the Risk Management Investigation Coordinator (RMIC) covering all areas within MEDVAMC. The RMIC is responsible to coordinate and oversee all incoming requests for investigation(s) and/or fact finding(s) related to Administrative Investigative Boards (AIB), Office of Inspector General (OIG), Office of General Counsel (OGC), small Tort Claims, and internal staff issues not resolved at the service level.
Duties
RMIC coordinates, determines, evaluates, and conducts assessments for investigation(s) and/ or fact finding(s) regarding Administrative Investigative Boards (AIBs) related to both clinical and non-clinical issues and, upon approval of the Director, will organize and implement investigation(s) and/or fact finding(s) AIB actions.
RMIC will direct the assignments of the AIB Charge Letters to assigning AIB Team members and support staff in completing the AIB.
The RMIC will also coordinate in setting up the required resources (i.e. - supplies, interview rooms, Control Fund Point (CFP) management, scheduling interviews, obtaining, and paying for a Court Reporter, etc.).
The RMIC is responsible to coordinate and oversee all incoming requests for investigation and/or fact findings from a variety of oversight organizations including, but not limited to Administrative Investigative Boards (AIB), Office of Accountability and Whistleblower Protection (OAWP), Office of Inspector General (OIG), Office of General Counsel (OGC), Government Accountability Office (GAO), Equal Employee Office (EEO), Harassment Prevention Program (HPP), small Tort Claims, and internal staff issues not resolved at the service level.
RMIC coordinates investigated complaints, allegations, seek out and questions witnesses and suspects, takes testimony, and make recommendations through coordination with leadership and Employee Labor Relations / Human Resources (ELR/HR).
RMIC routinely coordinates and confers with OGC, OIG, EEO/HPP, and ELR/HR to report, coordinate with, and communicate/brief on the proceeds and/or outcome of investigation(s
Oversees the development and implementation of regular and effective education and training for all MEDVAMC employees on issues relating to conducting fact findings and investigations
RMIC collaborates with OGC, EEO/HPP, and ELR/HR in developing and providing investigation(s) and/or fact finding(s) trainings.
RMIC leads and assists ELR/HR in the performance of training, in-services, and other educational activities to staff on topics of Fact Findings, Investigations, and investigation reports including report formatting for submissions to external agencies and offices
As the RMIC is the primary staff member designated to coordinate and perform investigation (s) and/or fact finding(s), the RMIC has the responsibility of program oversight.
Develops programs to ensure that investigation(s) and/or fact finding(s) are planned and executed in a manner that captures any unsatisfactory conditions and elements to be identified and reported in a manner that allows for action by MEDVAMC Leadership
Develops databases and spreadsheets for tracking and trending results of investigation(s) and/ or fact finding(s) to identify patterns that may be indicative of system-wide issues.
Work Schedule: Monday- Friday 7:30am - 4:00pm (subject to change based on agency needs)

Physical Requirements: The work is regular and recurring and primarily sedentary, although some slight physical effort may be required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
Individual Occupational Requirements (IOR): In order to meet the basic requirement of the Health System Administration 0671 occupational series you must possess the following:
Education: Undergraduate or Graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for In-service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program
In addition to the Individual Occupational Requirements, candidates must also meet the below time in grade and specialized experience and/or education requirements below.
Time in Grade Requirement (TIG):
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-9 grade level: One year of specialized experience (equivalent to the GS-7 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Experience with coordination and oversight of investigations and/or fact findings from a variety of oversight organizations (govt, federal etc.)
Experience as a Risk Manager or Compliance Specialist
Experience handling and maintaining confidential and sensitive information
Effective oral and written communication skills with an emphasis on strong writing skills
Experience handling conflict resolution
Experience communicating with interdisciplinary team and diverse staff members
Experience completing task while demonstrating the ability to pay attention to details
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, or 2 full years of progressively high level graduate education leading to such a degree or LL.B. or J.D., if related. OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first graduate year or 18 semester credit hours.
GS-11 grade level: One year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes:
Experience with coordination and oversight of investigations and/or fact findings from a variety of oversight organizations (govt, federal etc.)
