The incumbent functions as the Chief of Strategic Realization - Supervisory Health System Specialist for the Department of Veterans Affairs Michael E. DeBakey VA Medical Center (MEDVAMC). The incumbent performs a variety of duties in a constantly evolving, complex and diverse health care system which provides services across a vast geographic catchment area.

Duties

Major Duties: The incumbent is responsible for directing the MEDVAMC's organizational strategic planning and process improvement services, as well as innovative strategic and service line planning efforts, development activities to include education, deployment, sustainment of Lean Six Sigma while working with the Health Care System Director and the entire Executive Leadership Team to develop and implement both short term and long-term strategic goals, priorities, and plans. The incumbent is responsible for the oversite and the operational implementation of VA Central Office (VACO), VISN and health care systemwide strategic planning focused on infrastructure, space allocation, market demands and site activation of all sites of care in this growing market. Additionally, the incumbent is responsible for process improvement work which crosses VISN facilities and requires coordination throughout VISN16. The position has supervisory oversight and directs/coordinates extensive and complex process improvement efforts and investments throughout the organization regarding a broad array of complex clinical and administrative processes. The incumbent is responsible for the oversite of and the organization's goals, which includes recommendations for VISN and organizational-wide growth and market share strategies. The position represents the Director, the Executive Leadership Team and the organization with both internal and external audiences, presenting to Congress, VACO, VISN and the facility as subject matter expert on strategic planning and priority implementation. This position serves as the primary agency technical authority with respect to strategic planning, capital planning, and Lean Six Sigma process improvement. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirement: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or General Experience (for GS-5 positions): Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system. Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience facilitating the management process of envisioning a desired future state and translating this vision into defined goals, strategies and key initiatives to achieve them; Experience in policymaking and management decisions; Experience collaborating with local, state and federal organizations, and Experience with administrative oversight of the administration and operation functionals of a program office.
