This position is located at the Michael E. DeBakey Medical Center (MEDVAMC) in the Office of Systems Redesign. The individual reports directly to the Chief of Systems Redesign. The position primarily serves as the Innovation Specialist responsible for leading, coordinating, and facilitating the facility in the design and implementation of innovation initiatives.

Duties

Duties for this position include: Develop and share innovation-driven strategic plans for programs, services, and/or the facility. Lead and stand-up programs, processes, policies, and infrastructure to support innovation. Facilitates, coaches, and trains audiences at all levels of the organizations throughout the lifecycle of an innovation project. Develops and executes an internal and external communication plan involving marketing and promotional media to demonstrate value of innovation projects to Veterans and families. Develops and executes training activities to VA employees at the facility and national level surrounding innovation-related competencies. Teaches and trains employees on the business-related competencies related to innovation projects such as business model analysis, Return on Investment (ROI) analysis, cost modeling and analyses and budgeting. Manages employee submission of innovation projects or proposals, assists with applications, identifies mentors and establishes funding and resources. Leads a team of subject matter experts through the project management process. Ensure all projects and proposals are in compliance with laws and regulations. Organizes events internal and external to the VA to help facilitate innovation activities. Remains up to date with current innovation trends in healthcare and shares trends with stakeholders to implement as appropriate. Leads project teams through designed brainstorming sessions to develop solutions towards a goal during a project. Work Schedule: Monday-Friday, 07:30-4:00pm, subject to change based on the needs of the agency. Compressed/Flexible: Available on an ad-hoc basis. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Position Description Title/PD#: Health System Specialist/PD03586A Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required, such as walking, through the entire facility or carrying charts or manuals up to 5lbs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements (IOR) for occupational series 0671: Undergraduate and Graduate Education: Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.(Transcripts required) OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: expert for innovations and associated clinical improvements, and provides users and staff with consultative support and education; consults, advises, and educates all levels of employees including the highest levels of management, on methods and means to make health care operations more effective and efficient; knowledge of the principles of care improvement and related data; experience in program/project management, including tracking and reporting on progress, budgeting, and resource allocation; and create and sustain innovation, develop new products or services, and pioneer new business and clinical models; and Conducting market research to identify opportunities for new products or services that meet customers' needs. This experience must be supported by your resume to be creditable. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the Individual Occupational requirements, applicants must meet the specialized experience listed below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: expert for innovations and associated clinical improvements, and provides users and staff with consultative support and education; consults, advises, and educates all levels of employees including the highest levels of management, on methods and means to make health care operations more effective and efficient; knowledge of the principles of care improvement and related data; experience in program/project management, including tracking and reporting on progress, budgeting, and resource allocation; and create and sustain innovation, develop new products or services, and pioneer new business and clinical models. This experience must be supported by your resume to be creditable. There is no educational substitution for the GS-13 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
