As a Supervisory HR Specialist at the GS-0201-15 level, you will be part of the Office of Workforce Policy and Innovation, Office of Personnel Management. If selected, you will manage a staff responsible for the design, development, and promulgation of government-wide policies, regulations, and supplementary guidance on the full range of development and continuing education of the employee/workforce.

Duties

Directly supervises and establishes priorities and direction for subordinate supervisors. Partners with internal and external stakeholder representatives to develop products and programs that meet continuous learning needs for the federal workforce. Serves as the primary agency representative with the White House, other Federal agencies and private sector organizations on leadership development and employee engagement. Takes the lead in developing Government-wide policies, regulations, and guidance pertaining to employee training and development. Leads research of appropriate statutes and regulations, private industry best practices, and typical agency successes and barriers to develop ideas and solutions to enable agency success. Assists agencies in developing solutions to human resource challenges surrounding learning and development.

For the GS 15: one year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the private or public sector) performing the following tasks: 1) Leading a team and providing support and guidance to senior leadership applicable to development and continuing education of the employee/workforce; 2) Creating products or programs that meet continuous learning needs for a workforce; 3) Developing policies, regulations, or supplementary guidance pertaining to employee and managerial level training/learning and development programs; and 4) Leveraging resources to expand employee access to education and training programs that improve productivity and enhance career progression opportunities. (Note: Your resume must fully support this experience). Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS15 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
