About the Position: This position is located in either Falls Church, VA or San Antonio, TX. This is not a remote position. Incumbent will serve as an expert technical advisor on matters related to pay administration.
A recruitment incentive may be authorized for highly qualified candidates.
Salary negotiation may be available for those highly qualified candidates who are new to Federal service.
Duties
Analyze, interpret, develop, and/or implement Federal law, regulations, policies, and agency or Service-specific guidance involving compensation administration to determine the impact to the Defense Health Agency (DHA) healthcare readiness mission.
Serve as the DHA subject matter expert and provide advice on the use of Federal compensation flexibilities required to recruit, manage, and retain employees in critical healthcare occupations.
Collaborate with Major Subordinate Commands, Medical Treatment Facilities senior staff, and leadership to determine staffing needs, salary structures, and compensation packages to develop policies and procedures.
Provide assistance and guidance to Networks on DHA compensation policies and issues.
Provide authoritative interpretation and instructions on compensation laws, regulations, policies and procedures, and develop guidance on appropriate course of action to resolve difficult and unusual compensation issues/problems.
Provide compensation advisory and guidance to Medical Treatment Facilities to effect broad compensation program initiatives and application of compensation authorities.
Participate in special projects, assignments, comprehensive studies, and/or working groups in other functional areas of human resources to identify and examine problems or operating issues that may impact DHA healthcare mission priorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Qualifications for the GS-12 Grade Level:
Specialized Experience: One year of specialized experience which includes 1) interpreting human resources laws and regulations regarding compensation administration; 2) providing advice on compensation flexibilities (e.g., incentives, Title 5 Special Salary Rates, Title 38 pay authorities, etc.); and 3) extracting and analyzing data reports to be included with various final compensation statistics and analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Qualifications for the GS-13 Grade Level:
Specialized Experience: One year of specialized experience which includes 1) applying human resources regulations, policies, and guidance involving compensation administration; 2) providing advice on compensation flexibilities (e.g., Relocation, Retention, Recruitment Incentives, Title 5 Special Salary Rates, Title 38 pay authorities, etc.); 3) assisting in studies and analysis in various compensation areas, such as compensation statistics and market analysis; 4) collaborating with various government entities (OPM, DOD, VA, etc.) to develop compensation policies and procedures; and 5) leading focus groups to develop recommendations/solutions for new compensation initiatives impacting the Military Healthcare System (MHS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
