The Supervisory Accountant position is located in the Department of Administrative Services (DAS), Finance and Procurement Office (FPO), Finance and Accounting Division (FAD), Quality Assurance Branch (QAB). The FAD is dedicated to supporting and improving financial management, accounting, finance, policy, travel, and other fiscal services to the AO and judiciary through research, training, publications, and process improvement.

Duties

This position will report to the Chief of the Finance and Accounting Division (FAD), Department of Administrative Services (DAS), Finance and Procurement Office (FPO). The FAD is seeking a self-motivated professional Supervisory Accountant to join its team and serve as the Chief of the Quality Assurance Branch (QAB). The QAB is responsible for improving financial management reporting, administering FAD audits and reviews, and managing the remediation of corrective actions resulting from audit findings. The primary functions of the QAB would be to manage the audit and corrective action processes, help prepare for audits and ensure audit readiness, and manage the remediation of the corrective actions. The ideal candidate must have supervisory accounting experience and expert knowledge and skills in providing analysis and recommendations over the broad spectrum of financial and operational management. The duties of this position include, but are not limited to: Managing and supervising QAB staff responsible for reviewing audit samples and developing correction action plans; and preparing direct reports performance plans and issuing performance assessments. Leading the audit processes for the Finance and Accounting Division related to Judiciary financial statements and reviews. Preparing and updating annual audit checklists for the completion and verification of the Provided by Client (PBC) and sample documentation requests to ensure the audit response is complete, accurate, timely, and sufficient documentation has been provided to support the transaction, including the documentation required for each type of sample. Reviewing audit samples and verifying against the checklist; and providing an explanation and assessment of risk relative to the audit sample. Managing, gathering, verifying, correcting, copying, and uploading PBC's data to the auditor's Share Point site; reviewing and verifying to ensure completeness, accuracy, and timely submission and missing documentation shall be collected and corrected prior to final submission. Providing analysis and thoroughly documenting responses to ad-hoc audit inquiries; and developing, running, and distributing requested audit status reports. Reviewing the Judiciary's financial statements and notes; assessing risk and materiality of balances; and developing corrective actions for weaknesses identified. Reviewing audit reports of the Judiciary financial statements and developing corrective actions to remediate findings. Tracking, monitoring, and reporting on corrective actions assigned to FAD. Assisting in remediating findings by making business process improvements for current operations, designing new controls, recommending system enhancements, and monitoring and reconciling financial data. Researching, analyzing, and identifying modernization opportunities for financial management; and providing actionable recommendations to management. Presenting findings to the judicial financial community, financial stakeholders, and management.

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Managing and supervising staff and contractors responsible for reviewing audit samples, serving as audit liaison, and developing corrective action plans; Leading and reviewing the audit processes related to financial statements; Reviewing financial statements and assessing risk and developing corrective actions for weaknesses; and Researching, analyzing, and identifying modernization for financial management reporting.

Education

Basic Qualifications: Applicants must meet ONE of the qualification requirements (A, B, or C) as described below:

(A) Degree in an accounting or in a related field such as business administration, finance, or public administration that includes or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law.

(B) A combination of education and experience; at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and included at least one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or a certificate as certified public accountant or a certified internal auditor, obtained through written examination.

(C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
