This vacancy is for an International Economist in the International Trade Administration within the Department of Commerce. This position is responsible for collecting economic data from primary sources, analyzing statistical data, preparing quantitative analyses using quantitative tools such as econometric analysis (through Stata or SAS), applying results of analytic analysis to trade remedy investigations (e.g., antidumping, countervailing duties), and preparing analytic reports.
Duties
The following duties described below are at the GS-13 level. The GS-11 and GS-12 are developmental leading to the full performance level (FPL) GS-13. As an International Economist, you will perform the following duties:
Conduct extensive research into centrally-planned, mixed or transitioning economies (e.g., Belarus, China, Vietnam) to determine whether those countries meet the statutory criteria for nonmarket economies for purposes of Commerce's administration of the U.S. antidumping (AD) law.
Research key aspects of the economies of countries involved in the agency's anti-dumping (AD) and countervailing duty (CVD) proceedings to develop the methodologies and factual underpinnings of the E&C's findings involving key AD concepts as "particular market situations," surrogate values, and key CVD concepts as "public bodies," "financial markets distortions," specificity, and currency undervaluation.
Supports the Director in developing enforcement and compliance (E&C) positions and representing E&C on negotiations and litigations, including with respect to World Trade Organization, various Free Trade Agreements, and other negotiations and dispute settlement.
Serves as an advocate and representative of the E&C's positions with other U.S. governmental agencies and outside parties on key and sometimes controversial economic issues related U.S. trade laws and subsidies enforcement.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
BASIC REQUIREMENTS:
A bachelor's degree (or higher) in economics that includes at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
A combination of education and experience thru courses equivalent to a major in economics as shown above, plus appropriate experience or additional education. Examples of qualifying experience include individual international economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation.
AND
SPECIALIZED EXPERIENCE AT THE GS-9 LEVEL: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is defined as:
Researching information and facts regarding international trade and
Drafts written reports, charts and/or graphs based on international trade research data.
OR
SUBSTITUE FOR EDUCATION: Two (2) years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in economics or related field.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and graduate level education to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Applicants may have combinations of successfully completed graduate education and specialized experience to meet total qualification requirements.
SPECIALIZED EXPERIENCE AT THE GS-11 LEVEL: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as:
Researching information and facts on international trade, analyzing trends, and
Develops presentations and written analyses, charts and graphs based on international trade research data.
OR
SUBSTITUTE FOR EDUCATION: A Master's degree or equivalent degree in economics or related field.
OR
COMBINATION OF EDUCATION and EXPERIENCE: A combination of experience and graduate level education to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Applicants may have combinations of successfully completed graduate education and specialized experience to meet total qualification requirements.
SPECIALIZED EXPERIENCE AT THE GS-12 LEVEL: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as:
Conducting independent research on international trade activities and policies; and
Develops written evaluations and analyses based on international trade/ economic research findings; and
Presents international trade research data and findings to senior officials (such as economists, trade analysts, stakeholders, etc.)
OR
SUBSTITUTE FOR EDUCATION: A Ph.D. or equivalent doctoral degree in economics or related field.
OR
COMBINATION OF EDUCATION and EXPERIENCE: A combination of experience and graduate level education to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Applicants may have combinations of successfully completed graduate education and specialized experience to meet total qualification requirements.
SPECIALIZED EXPERIENCE AT THE GS-13 LEVEL: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
Conducting independent research on international trade activities, policies and trends; and
Develops written evaluations based on research analyses and findings in international trade activities or international economic data.
Briefs international trade research findings to senior officials (such as economists, trade analysts, stakeholders, etc.) and
Makes recommendations on international trade or economic activities and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
