As a Senior IT Specialist and IT Project Manager for the Information Management Division (IMD), in the Technology Innovation Unit, you will provide technical and project management expertise to resolve critical IT problems and manages complex IT projects.
Duties
Serve as a senior specialist and IT project manager.
Provides technical and project management expertise to resolve critical IT problems and manages complex IT projects.
Provide advice and guidance to FBI management regarding technical issues and the planning, designing, developing, procuring, implementing, operating, and maintaining of the FBI's IT systems.
Execute, coordinate, and monitor testing and implementation plans; conduct post implementation evaluations of IT systems to determine performance, adequacy and possible problem areas; apply quality assurance procedures to evaluate results; document system performance and validate data integrity; and, draw conclusions regarding IT capabilities in order to improve work operations.
Assist end-users in a variety of subject matter fields in deciding which processes to automate; how to select equipment and software; how best to use available technology; and, whether and how to network. Determine the feasibility and suitability of work efforts for automation either as a new system or modification of an existing system. Identify problems; make and enact proposals to resolve problems; conduct preliminary analysis of current systems (manual and automated) to determine the feasibility of new or automated IT to resolve the issues (i.e., review and select equipment and software; plan for system expansion; and resolve problems and questions that arise with regard to same).
Compose written and oral presentations for assigned projects; and, as required, make presentations to management which involve such topics as management studies and current or long-range technical planning for the necessary support processes and system performance.
Qualifications
GS-14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:
Mastery knowledge of the FBI's long-range IT strategy, IT operational policies, procedures, methods, and programs and specifications, capabilities, as well as operational and functional characteristics of the FBI's IT systems.
Thorough knowledge of project management, planning, and management control techniques as well as resource estimation and cost benefit analysis techniques relative to project management functions.
Effective formal oral and written communication skills to interact with others, prepare reports, and make presentations to management. Ability to tactfully provide leadership and guidance and obtain cooperative support in order to carry out IT projects, goals, and initiatives.

Education may NOT be substituted for specialized experience at this level.
