THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SECURITY SPECIALIST (PROTECTION), Position Description Number D1164P01 and is part of the PA Deputy Chief of Staff for Operations DCSOPS, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a Security Specialist (Protection), GS-0080-12, you will serve as the JFHQ-State authority and expert on all matters involving protection functional elements and integration of enabling functional requirements, policy, procedures, program status and serves as the conduit of information between the intelligence community and local state and federal law enforcement. Responsible for synchronizing daily operations and integration, coordination and plans resource management requirements for the Protection Program functional elements of Antiterrorism (AT), Intelligence Support to Antiterrorism, Emergency Management (EM), Insider Threat, Law Enforcement (LE), Mission Assurance (MA), and Physical Security (PS) for the State. Receive filter, focus, and fuse information from military intelligence sources, publicly available information sources, and local, state and federal law enforcement sources to develop a clear understanding of real or potential threat to all state forces. Plan, conduct, direct the conduct of, or coordinates on site security studies, projects, assessments, and surveys of the State in relationship to protection activities. Represent the Adjutant General at meetings, conferences, workshops, panels, etc., at NGB, MAJCOM, MACOM and other federal agency levels as the state Protection Officer. May supervise AGR, Title 32, Title 5, contractors, and/or state employees directly, and through subordinate supervisors. Perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Noon-bargaining Position AOC 1: NG Employees working at the location specified AOC 2: NG Employees of the Pennsylvania National Guard AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians) Military Grades: Officer: O4-O5 Supervisor for this position is COL Marous *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. You must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. You must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. You must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties. SPECIALIZED EXPERIENCE: Application must indicate at least 36 months expert experiences in reviewing, analyzing, and assessing law enforcement sensitive information. Experienced in managing and directing assigned program areas, conducting studies and reviews; and, writing, publishing and implementing force protection policies and projects. Knowledgeable in security program specialties to include physical, personnel, and operational security. Experienced in correctly identifying and resolving conflicting and complex policy and program objectives, and procedures within the security functional area. Experienced in the specialized field of force protection and anti-terrorism, and physical and operations security. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MP3) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MP3.
