You will serve as the Human Resources Director (HRD) of the Human Resources Office (HRO) at the United States Naval Postgraduate School (NPS). The NPS is an accredited research university which grants master's, engineer's, and doctoral degrees and offers research fellowship opportunities at the post-doctoral level.

Duties

You will provide leadership and direction in establishing and maintaining the strategic and operational HRO functions for NPS. You will respond to executive, management requirements, assuring optimum productivity and mission accomplishment within the Human Resources (HR) program functions. You will provide authoritative advice and guidance to senior officials, upper level management, and supervisors regarding HR program policies, procedures, and practices. You will participate in operations planning with top-level management and key operating officials for the purpose of providing guidance and advice regarding civilian personnel regulations and administration. You will manage HR programs in functional areas, to include Equal Employment Opportunity (EEO), Employee Relations, Labor Relations, Strategic HR Planning, Performance Management, Position Management, Injury Compensation, etc. You will serve as the lead HR strategist, developing and implementing multi-year plans to attract and retain top-tier faculty and staff, who are appointed through a variety of excepted-service and competitive-service appointments. You will develop planning goals and policies in a higher education environment to improve the HR program and to make recommendations to leadership.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
