You will serve as a HUMAN RESOURCES SPECIALIST (EMPL REL/LABOR REL) in the HUMAN RESOURCES OFFICE of NAVAL POSTGRADUATE SCHOOL. The Human Resources Office at NPS is a hybrid team of both remote and non-remote HR Specialists and support staff. This vacancy is not a remote position and is duty located in Monterey, CA.

Duties

You will serve as staff advisor and consultant on labor and employee relations issues for the Naval Postgraduate School (NPS) and its subordinate departments, command organizations and offices. You will conduct policy reviews to evaluate the impact of labor and employee relations requirements on current policies and practices necessary to ensure consistency in their application. You will participate in Inspector General reviews and internal audits, taking appropriate corrective action as necessary. You will provide authoritative interpretation and instructions on laws, regulations, policies, and procedures, and develops guidance on appropriate courses of action. You will implement instructions and other guidelines to assist in the effective management of the labor and employee relations programs and related Human Resource Management programs. You will serve as management team’s Chief Negotiator or principal advisor to Chief Negotiator; and if negotiations reach mediation and/or impasse, you will develop written statements of management’s position, supporting information and arguments. You will prepare performance, disciplinary, and adverse actions ensuring compliance with all legal, regulatory, procedural, and contractual requirements recommending. You will analyze complaints, discuss alternatives and suggest best solutions and techniques to resolve grievances, complaints and appeals at the lowest level feasible and recommend changes in policy as conditions require.

  • Must complete the Navy Labor Negotiation Seminar and Management Representative courses.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising managers on employee and/or labor relations programs and issues; 2) Evaluating and conducting studies of labor and/or employee relations programs to solve problems and improve program effectiveness and efficiency; 3) Performing, documenting and providing guidance on negotiations with Union representatives; and 4) Developing briefings for leadership on critical and complex subjects associated with workforce issues. GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising personnel on employee and/or labor relations programs; 2) Developing solutions to behavioral issues, misconduct, performance-based problems and/or union contracts; 3) Interpreting labor agreements to reconcile conflicting viewpoints; and 4) Communicating and coordinating with labor union representatives on various associated topics (e.g., agreements, elections, special issues).
