You will serve as an Emergency Management Specialist (CONTINUITY OF OPERATIONS) in the Joint and Fleet Operations Division (N3) of COMMANDER US FLEET FORCES COMMAND.
Duties
You will serve as an expert planner, coordinator, and advisor for the USFFC claimancy regarding COOP policy and planning to ensure the organization can accomplish mission essential functions regardless of the hazard or threat.
You will design, implement, and manage an emergency management financial plans to meet mission objectives.
You will develop, justify, and manage budgets for annual emergency management projects and programs
You will advise senior leaders with the management to ensure the Navy controlled spaces and associated equipment meet the requirements for the COOP Plan.
You will plan and supervise execution of USFFC N3 Operations Department staff relocation and reconstitution.
You will analyze, interpret, and implement higher level governing authority in USNORTHCOM and OPNAV COOP guidance.
You will provide assistance, guidance and direction to Navy Echelon III commands and the Naval Inspector General’s office regarding COOP program assessments.
You will provide advice for the planning, administrative matters, and training readiness for continuity planning officers throughout the Directorates to support the HQ COOP Program.
You will coordinate the execution of regular training events to prepare the Navy Headquarters emergency relocation staff (ERS) to respond during a COOP event.
You will act as primary COOP advisor to USFFC and Commander USNAVNORTH during emergencies which impact the operations of the Navy or the performance of the Navy HQ staffs.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience, skill, and knowledge to gather information, identify and analyze issues, and develop recommendations to resolve substantive problems related to Continuity of Opertations Program (COOP) planning.
Experience defining the strategic approach to understanding the needs of various emergency management stakeholder groups and work with subordinate commands to develop solutions.
Experience and skill advising senior leaders with the management to ensure the Navy controlled spaces and associated equipment meet the requirements for the COOP Plan.
Experience, knowledge, and skill coordinating with OPNAV and USNORTHCOM COOP administration for Fleet Command and Control (C2) continuity and potential headquarters tasking.
Experience and expert knowledge of COOP concepts, principles, and practices at a level allowing for representation of commander's position during meetings inside the Navy to HHQ staffs
Experience and expert knowledge of computer hardware and software (word processing, spreadsheet, data management, etc). Information and data management of any COOP applications, and understanding the essential tasks of each of the USFFC staff offices and directorates allows the incumbent to better address COOP planning and budgeting requirements.
