This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Atlantic Area, National Strike Force, Coast Guard Incident Management Assist Team in Norfolk, VA.

Duties

Primarily serves as an ICS Operations Section Chief (OSC) or ICS Safety Officer (SOFR) during deployments, responsible for the management of tactical operations directly in support of the primary mission. As SOFR develops and recommends measures to ensure personnel safety and occupational health of not only response workers, but also the public, and to anticipate, recognize, assess, and control hazardous and unsafe conditions or situations. The incumbent uses knowledge of agency policies, and knowledge of emergency incident issues/concerns to promote safety, mitigating risk, and enhancing communications before, during, and after responses. While in garrison (not deployed) the incumbent serves as the unit assistant Safety Officer. The position provides training for topics dealing primarily with incident response, and crisis leadership. The incumbent also has broad knowledge of ICS principles, maintains other ICS qualifications, and may deploy in those qualifications as required. The incumbent will maintain personal and professional readiness and be available for short-notice deployments per unit policies. The incumbent provides a level of expertise sufficient to provide ICS coaching and outreach to support readiness throughout the Coast Guard.

• This position requires a Secret clearance.
• The position requires a valid state driver's license.
• A one-year probationary period may be required.

Qualifications

Applicants must have at least one year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, or abilities to successfully perform the duties of this position and is typically in or related to this line of work.  Examples of specialized experience include:   Specialized experience include: preparing for and carrying out or coordinating emergency functions to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disasters; and to aid victims suffering from injury or damage resulting from disaster caused by natural or man-made hazards. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
