This Supervisory DRT (Chief) position is assigned to the James A Haley VA Healthcare System, Imaging Service within the James A Haley VAMC, Tampa, FL. The Chief Technologist has full responsibility for technical aspects and patient care functions within the General Radiography, CT, MRI, Ultrasound, and Interventional Radiology sections. The incumbent has direct supervisory responsibility over the supervisors in these sections, 100% of the time, and is accountable to the Chief of Radiology.
Duties
Assignment to this grade level is restricted to those serving as the chief radiologic technologist at medical facilities with comprehensive and complex radiographic and imaging programs. Employees in these assignments plan and direct the radiologic technology program at active, affiliated medical centers or outpatient clinics, and have full supervisory responsibility for a large staff of nonsupervisory and supervisory personnel, including GS-09 DRTs, eight (8) GS-10 lead technologists/medical instrument techs, and a leadership staff including 3 GS-11 DRT Section Chiefs (supervisors). At this level, the radiologic technology program includes the full variety of specialties.
This is a general medical and surgical facility, classified as a Level 1A facility. It is a teaching hospital, providing a full range of patient care services, with state-of -the-art technology as well as education and limited research. In addition to the main facility in Tampa, there are services offered in several community-based outpatient clinics.
Duties of the Supervisory DRT (Chief Technologist) include, but not limited to the following:
The incumbent is responsible for the performance of the individuals within the department of Radiology. He/she recommends promotions, reassignments or other status changes of assigned personnel. Resolves informal complaints of employees.
The incumbent provides direction to personnel in managing their respective sections and offers advice and guidance in handling unique problems.
Ensures the monitoring of all activities within the radiology sections and takes appropriate action as required to insure their efficient and effective operation.
Advises employees of performance requirements and keeps them informed of their progress in meeting these requirements. Holds

Haley VA Healthcare System Supervisory DRT (Chief) corrective interviews with employees regarding inadequate performance or conduct. 5) Participates in the management of human resources for the department including selection, promotion, performance appraisal, and award and promotion systems.
Regularly sets objectives for self, staff and the department, monitors and evaluates objectives in order to use time effectively and meet deadlines.
Deals with the union representatives on matters involving action by an immediate supervisor.
Implements provisions of personnel management programs where well established procedures exist such as EEO, career development plans, departmental policy and procedures, award and incentive programs, grievance procedures and safety practices.
Directs the in-service training and radiologic student programs; ensures staff maintains a high level of skill and meets at least the minimum level of continuing education required for certification and/or licensure.
Conducts monthly staff meetings with staff to exchange information, and discuss policy and procedure changes, safety and medical center issues.
Participates in the radiology resident education experience within the department and facilitates the attainment of established residency program objectives.
Coordinates the integration of the Radiology Department functions with other aspects of overall patient care.
Participates in the development/revision, implementation and communication of goals, policies, and standards for the department.
Works with nursing and other clinical supervisors in addressing radiology service issues and to support the maintenance of high quality patient care.
Recommends action to the Chief, Diagnostic Imaging Service and Administrative Officer regarding equipment purchases, modifications and construction within the department. Provides technical information when requested. Assists in the planning of new construction projects.
Direct and controls the purchase and inventory of radiology supplies.
Participates in quality performance/improvement activities and ensures compliance with JCAHO requirements for activities under his/her area of responsibility. Quality assurance activities include image quality assessment and continual review and update of protocols and techniques.
Participates in the compilation and analysis of data on departmental activities and prepares related reports to the Chief, Diagnostic Imaging Service.
Responsible for the technical aspect of radiologic equipment operation and safety and for carrying out the recommendations of the radiology safety committee.
Coordinates the testing of radiology equipment by in-house engineers and/or outside manufacturers and health physicists. Coordinates the preventive maintenance program and service contracts for equipment within the department.
Serves on hospital committees as assigned.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent [can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
Loss of Credential: An employee in this occupation who fails to obtain certification within two years, or who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment.
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d).
Grade Determinations: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Assignment to this grade level is restricted to those serving as the chief radiologic technologist at medical facilities with comprehensive and complex radiographic and imaging programs. Employees in these assignments plan and direct the radiologic technology program at active, affiliated medical centers with critical care and emergent inpatient services and have full supervisory responsibility for a large staff of subordinate personnel, including GS-10 DRTs, at least one subordinate team leader or supervisor at the next lower grade level, and may include clerical or administrative support staff. At this level, the radiologic technology program typically includes the full variety of comprehensive and complex modalities.
Experience. At least one year of experience equivalent to the next lower grade level (GS-11) that fully meet the knowledge, skills, and abilities (KSA)s at that level. KSAs at the GS-11 level are:
Skill in directing on-the-job training for employees.
Ability to evaluate work performance of lower-level employees and recommend performance ratings.
Skill in technical planning and oversight to set and adjust work priorities, and [ensure] that work requirements are met based on employee capabilities.
Ability to provide care appropriate to the age of the patients served, including knowledge of growth and development.
Knowledge of medical center, VHA, and government-wide human resources management regulations, policies, and procedures.
Demonstrated knowledge, skills, and abilities. In addition to the above, the candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment specific KSAs designated by an asterisk (*):
Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs.
Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases.
Ability to participate in research studies and/or as a consultant to others conducting research.
Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc.
Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility.

The full performance level of this vacancy is GS-12.
Physical Requirements: The physical demands of the work include: Heavy lifting, 45 pounds and over; moderate carrying, 15-44 pounds; pushing up to 4 hours; reaching above shoulder; use of fingers, good dexterity (both hands required); prolonged walking, prolonged standing; repeated bending; ability for rapid mental and muscular coordination simultaneously; far vision correctable in one eye to 20/20; ability to distinguish basic colors; hearing (aid permitted); speed in working; and emotional stability.
