The Supervisory Diagnostic Radiologic Technologist (Radiology Administrator) in the Diagnostic Imaging Departments for all outpatient centers. Has full responsibility for the technical aspect and patient care functions within all Radiology sections for all outpatient facilities. The employee plans and directs the radiologic technology program at all outpatient clinics associated with the medical center.
Duties
The Supervisory Diagnostic Radiologic Technologist (Radiology Administrator) serves as a Funds Control Point official and COTR for all Outpatient Radiology services. Duties include supervision of all contracted Radiology services and personnel. Certify invoices and credit card orders for payment. Develop statements of work and selection of contracted services. Make sure that funds are available to cover all radiology needs and enter request for additional funds if necessary, but not limited to:
Coordinates all work performed by outpatient facility technical and clerical staff.
Makes changes in workflow or assignment of functions to position to improve workflow and services rendered, promote job satisfaction, increase productivity, and ensure emergent work is done promptly and efficiently.
Coordinates patient flow that involves working with other units to work out problems and changes that affects outside organizations.
Recommends to higher authority changes that may increase costs or affect employees' status, limit services rendered, or affect work outside the diagnostic section.
Is prepared to handle substantial changes in workload demand including justifying changes in staffing levels, priorities and deadlines.
Develops estimates of budget requirements based on experience, anticipated workload and production capability of work force and submits to Chief radiologist.
Coordinates and supervises in-service education programs of the technical staff.
Ensures that all scheduling guidelines are followed according to set protocols for al outpatient centers.
Assists with scheduling of patients for procedures as needed.
Ensures adequate supplies to meet workload demands.
Responsible for seeing that technologists keep the special cabinets in all rooms stocked with necessary supplies at all times with special attention to emergency equipment.
Responsible for overall neatness and cleanliness of the radiographic rooms.
Assigns employees to positions and/or work assignments based on consideration of several factors including the difficulty and type of work, availability, capability and experience. Issues oral and written instructions for non routine or more complex assignments. Resolves scheduling and back-up coverage problems, responsible for vacation coverage.
Multi-modality trained technologist, Diagnostic, CT, Angio, and Bone Dexa. Performs all duties of radiologic technologist when required. Knowledge of CR, DR, PACS, VR and how it all integrates.
Reviews work in progress as well as when complete regarding problems in accuracy, quality, adherence to procedures, and takes corrective action as necessary.
Works as a Liaison with RSO and ARSO for Radiology service to ensure outpatient radiology services are abiding with principles of ALARA, coordinates physicist inspections, and ensure regulations and compliance are met in accordance with standards of radiation safety.
Coordinates educational activities for clinical staff, and serves as the TAP administrator. Coordinates with MRSO to ensure maximum safety requirements are met.
Aids the chief of service in strategic clinical expansions and novel service lines offered.
Communication lines open to ensure that management goals and objectives are passed on to employees and that management is informed of employee concerns.
Advises supervisor and/or maintenance representative of any problems with equipment. Follows up to ensure necessary repairs are accomplished.
Prepares requests for filling of vacancies.
Participates with the Chief, Radiology Service in selection of employee from approved applicants. Prepares formal requests and recommendations for promotions, reassignments, quality increases or other performance awards.
Takes disciplinary action as deemed necessary and proposes to higher authority a specific disciplinary action based on the problem and facts.
Formulates training plans for assigned employees including orientation of new employees.
Conducts staff meetings reviewing policies, rules and regulations, procedures and discusses changes in routines and other related subjects.
Responsible for all safety regulations and practices in Outpatient Radiology Services.
Ensures proper documentation of accidents occurring to employees, patients or visitors.
Implements specific and general provisions of government-wide and installation programs in the area of equal employment opportunity and employee management relations to assure equal treatment of all employees.
Informs employees of personnel programs and answers questions or refers questions to Personnel Specialist.
Monitors and maintains radiology quality control.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.)
English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.] (CERTIFICATION DOCUMENTATION REQUIRED)
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).] (TRANSCRIPTS REQUIRED)
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision. All persons employed in VHA as a DRT on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
DRTs that require a certification, may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
DRTs that require a certification only at higher grade levels must meet the certification requirement before they can be promoted to those higher grade levels.
DRTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
DRTs initially grandfathered into this occupation, who subsequently obtain additional education and/or certification that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
Employees who are retained as a DRT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a DRT.
Grade Determinations GS12: In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates:
Experience. At least one year of the following types of experience comparable to the next lower grade level that fully meets the Knowledge, Skills, Abilities (KSAs) at that level.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments:
Radiology Administrator. Assignment to this grade level is restricted to those serving as the radiology administrator at medical facilities with comprehensive and complex radiographic and imaging programs. Employees in these assignments plan and direct the technical and administrative operations of the radiology program at active, affiliated medical centers, and have full supervisory responsibility for a large staff of subordinate personnel, including GS-10 DRTs, at least one subordinate team leader or supervisor at the next lower level, and may include clerical and administrative support personnel. At this level, the radiologic technology program typically includes the full variety of specialties. The candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated.
Knowledge of the fiscal matters of the radiology program, including VHA funds and several additional fund controls, and ability to administer the scarce medical specialist contracts for professional services.
Ability to make short and long-term supply, equipment, and major space alteration recommendations, and prepare specifications for radiographic equipment purchases and remodeling requests.
Ability to recommend program effectiveness improvements to meet VHA and JCAHO accreditation standards.
Ability to make and implement major managerial recommendations for the radiology program, such as organizational improvements including changes in structure and delegation; maintain realistic cost/benefit ratios; and policy and procedure changes to improve service to patients.
Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and when appropriate, disciplinary actions, and identification of continuing education and training needs.
