Duties

Responsible for planning, developing and administering the Federal Bureau of Prisons’ (BOP) employee relations programs. These programs provide service for more than 100 institutions throughout the United States, with a work force of more than 35,000 employees classified in approximately 180 different occupational series, including General Schedule and Federal Wage System positions. Advises on and resolves complex problems within functional areas and provides guidance in all areas to human resource specialists in field institutions and the headquarters, managers and other key management officials. Substantial technical complexity is involved in many of the responsibilities because of large number of occupations, the breadth of the subject matter area and the sensitivity of employee related issues. Assists in developing policy issuances that affect the national employee relations programs such as CSRS and FERS retirement systems, health benefits, life insurance, death benefits, child care, social security and thrift savings. Interprets Office of Personnel Management (OPM) and Department of Justice (DOJ) policies and instructions and publishes supplemental guides for use throughout the BOP as necessary. In conjunction with the Chief, responsible for managing the Bureau-wide incentive awards program and maintaining the incentive awards manual. Develops policy on incentive awards. Ensures processing and coordination of all national BOP, Attorney General, outside organization awards, etc. The

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience which demonstrates a thorough knowledge of employee relations, employee benefits (including retirement), incentive awards, and leave administration. Experience teaching and supervising subordinates in the proper methods of employee relations procedures. Experience which demonstrates an advance level of knowledge and is well versed in the application of Title 5, United States Code, 5 CFR, Office of Personnel Management regulations, Department of Justice orders regarding personnel management, the Comptroller General’s Civilian Personnel Law Manual, National Finance Center manuals for personnel and payroll processing systems and the Federal Bureau of Prisons Human Resource Management Manual. Experience in developing policy, providing assistance to managers and supervisors in ensuring employee relations actions are consistent with sound staffing and employee relations practices. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
